      Evaluasi Kestabilan Model SARIMA-GARCH Intervensi Ganda dalam Peramalan Wisatawan Mancanegara di Bali Pasca Krisis Moneter dan COVID-19

      Abstract
      Pariwisata Bali berperan penting dalam perekonomian daerah dan rentan terhadap guncangan eksternal, seperti krisis moneter 1998 dan pandemi COVID-19, yang menyebabkan perubahan struktur dan volatilitas jumlah wisatawan mancanegara. Penelitian ini bertujuan mengevaluasi sensitivitas dan stabilitas model SARIMA-GARCH Intervensi Ganda menggunakan data bulanan jumlah wisatawan mancanegara di Bali periode Januari 1998 hingga Desember 2025 melalui tiga skenario pembagian periode intervensi. Skenario pertama menggunakan periode praintervensi sebelum perubahan pola yang signifikan, periode intervensi pertama sebelum pandemi COVID-19, dan periode intervensi kedua pada awal pandemi. Skenario kedua mencakup periode penurunan tajam jumlah wisatawan dan awal pemulihan, sedangkan skenario ketiga berakhir sesaat sebelum penurunan drastis dan berlanjut hingga fase stabilisasi. Analisis dilakukan menggunakan pemodelan SARIMA, GARCH, dan Intervensi Ganda yang dievaluasi berdasarkan Root Mean Square Error (RMSE), Mean Absolute Percentage Error (MAPE), serta pengujian diagnostik. Hasil menunjukkan bahwa pembagian periode intervensi memengaruhi performa dan stabilitas model. Skenario pertama memberikan akurasi terbaik pada horizon 6 dan 12 bulan, skenario kedua pada horizon 18 dan 24 bulan, sedangkan skenario ketiga menghasilkan model paling stabil karena memenuhi seluruh asumsi diagnostik. Temuan ini menunjukkan bahwa pemilihan periode intervensi yang tepat meningkatkan kemampuan model dalam menghasilkan peramalan yang akurat sesuai horizon peramalan.
       
      Bali tourism plays an important role in the regional economy and is vulnerable to external shocks, particularly the 1998 monetary crisis and the COVID-19 pandemic, which caused structural changes and increased volatility in international tourist arrivals. This study evaluates the sensitivity and stability of the SARIMA-GARCH Double Intervention model using monthly international tourist arrival data from January 1998 to December 2025 under three intervention period segmentation scenarios. The first scenario consists of a pre-intervention period before significant pattern changes, a first intervention period before the COVID-19 pandemic, and a second intervention period at the beginning of the pandemic. The second scenario covers the sharp decline in tourist arrivals and the early recovery period, whereas the third ends before the sharp decline and extends through the stabilization phase. Model performance was evaluated using Root Mean Square Error (RMSE), Mean Absolute Percentage Error (MAPE), and diagnostic tests. The first scenario achieved the best forecasting accuracy for the 6 and 12 month horizons, the second for the 18 and 24 month horizons, while the third produced the most stable model by satisfying all diagnostic assumptions. These findings demonstrate that appropriate intervention period segmentation improves forecasting performance across different forecasting horizons.
