Estimasi Nilai Ekonomi dan Strategi Pengelolaan Hutan Rakyat Kelompok Tani Hutan Jaya Makmur Desa Karacak Leuwiliang.
Abstract
Hutan rakyat di Desa Karacak, Bogor, memiliki peran penting dalam mendukung fungsi ekonomi dan lingkungan, namun pengelolaannya masih menghadapi tekanan alih fungsi lahan dan peningkatan lahan kritis. Penelitian ini bertujuan mengestimasi nilai manfaat ekonomi hutan rakyat serta merumuskan strategi pengelolaan berkelanjutan. Analisis nilai guna langsung menggunakan pendekatan harga pasar, sedangkan nilai guna tidak langsung dan non-guna menggunakan metode benefit transfer. Strategi pengelolaan dianalisis menggunakan Preference Ranking Organization Method for Enrichment Evaluation (PROMETHEE). Hasil penelitian menunjukkan bahwa total nilai ekonomi hutan rakyat mencapai Rp 5.211.216.792 per tahun. Nilai tersebut didominasi oleh nilai guna langsung sebesar Rp 4.528.794.607 per tahun yang berasal dari komoditas sengon, manggis, dan durian. Nilai guna tidak langsung sebesar Rp 675.137.463 per tahun berasal dari jasa lingkungan berupa penyerapan karbon dan penyedia air, sedangkan nilai non-guna berupa option value keanekaragaman hayati sebesar Rp 7.284.722 per tahun. Strategi prioritas yang direkomendasikan dalam penelitian ini adalah penguatan kelembagaan Kelompok Tani Hutan (KTH) untuk mendukung keberlanjutan fungsi ekonomi dan ekologis hutan rakyat. Community forests in Karacak Village, Bogor, play an important role in supporting both economic and environmental functions. However, their management faces challenges from land-use conversion and increasing degraded land. This study aims to estimate the economic value of community forests and formulate sustainable management strategies. Direct use values were assessed using the market price approach, while indirect use and non-use values were estimated using the benefit transfer method. Management strategies were analyzed using the Preference Ranking Organization Method for Enrichment Evaluation (PROMETHEE). The results show that the Total Economic Value (TEV) of the community forest reaches IDR 5,211,216,792 per year. Direct use values contribute the largest share, amounting to IDR 4,528,794,607 per year, derived from sengon timber, mangosteen, and durian. Indirect use values amount to IDR 675,137,463 per year, generated from ecosystem services such as carbon sequestration and water infiltration. Meanwhile, the non-use value, represented by biodiversity option value, reaches IDR 7,284,722 per year. The recommended priority strategy is strengthening the institutional capacity of Forest Farmer Groups (KTH) to support the long-term economic and ecological sustainability of community forests.
