      Ilusi Fiskal pada Kinerja Anggaran Daerah di Indonesia: Ketidakseimbangan Postur APBD dan Indikasi Flypaper Effect

      Abstract
      Implementasi desentralisasi fiskal di Indonesia menghadapi berbagai persoalan struktural, mulai dari ketergantungan fiskal daerah hingga alokasi belanja yang tidak mencerminkan preferensi masyarakat. Kondisi ini diperkuat oleh kesenjangan informasi antara pemerintah dan masyarakat akibat kompleksitas struktur anggaran pemerintah. Penelitian ini bertujuan untuk menganalisis ilusi fiskal pada kinerja anggaran daerah di Indonesia. Melalui analisis statistik deskriptif, penelitian ini menemukan bahwa ketidakseimbangan komposisi pendapatan dan belanja daerah merupakan kondisi struktural yang berkaitan erat dengan ketimpangan informasi dan kuasa antara pemerintah dengan masyarakat. Analisis regresi data panel fixed effect membuktikan bahwa ilusi fiskal muncul secara konsisten pada setiap komponen belanja daerah, dengan intensitas yang beragam. Jenis pengeluaran diskresioner menjadi yang paling rentan terdistorsi flypaper effect serta mengalami pembengkakan anggaran yang mengarah pada praktik penyelewengan. Temuan ini menegaskan perlunya reformasi struktural, baik dari sisi tata kelola pemerintah maupun partisipasi masyarakat.
       
      The implementation of fiscal decentralization in Indonesia faces various structural issues, ranging from regional fiscal dependency to spending allocations that do not reflect public preferences. This condition is exacerbated by the information gap between the government and the public due to the complexity of the government budget structure. This study aims to analyze fiscal illusions in regional budget performance in Indonesia. Through descriptive statistical analysis, the study found that the imbalance in the composition of regional revenues and expenditures is a structural condition closely related to the imbalance of information and power between the government and the public. Fixed-effect panel data regression analysis demonstrates that fiscal illusions consistently emerge in every component of regional spending, with varying intensity. Discretionary spending is most susceptible to distortion by the flypaper effect and to budget overruns that lead to misappropriation. These findings emphasize the need for structural reform, both in terms of government governance and public participation.
