      Abstract
      Sektor perikanan Indonesia memiliki potensi sumber daya yang besar, namun kesejahteraan nelayan masih rendah akibat distribusi pendapatan yang belum seimbang. Penelitian ini bertujuan mendeskripsikan mekanisme sistem bagi hasil dan upah, mengidentifikasi distribusi pendapatan antara pemilik kapal dan nelayan, serta merumuskan rekomendasi sistem distribusi pendapatan yang lebih proporsional pada perikanan cast net di PPS Nizam Zachman Jakarta. Data diperoleh melalui wawancara dan kuesioner pada kapal ukuran 21–30 GT, 31–50 GT, dan 51–100 GT. Sistem distribusi pendapatan terdiri atas sistem bagi hasil dan sistem upah. Kapal 21–30 GT menerapkan pembagian 60:40, sedangkan kapal 31–50 GT menerapkan pembagian 50:50 dan sebagian menggunakan sistem upah. Kapal 51–100 GT menggunakan sistem upah. Hasil analisis menunjukkan tingkat surplus value (SV) pada sistem bagi hasil berkisar 103,60–139,14%, sedangkan pada sistem upah berkisar 79,95–232,81%. Sistem bagi hasil pada kapal 31–50 GT merupakan sistem yang paling proporsional karena menghasilkan tingkat SV mendekati 100% pada semua musim. Oleh karena itu, sistem bagi hasil lebih direkomendasikan dengan tambahan jaminan pendapatan minimum bagi awak kapal.
       
      The Indonesian fisheries sector has significant resource potential. However, fishermen’s welfare remains low due to unequal income distribution. This study aims to describe the mechanisms of profit-sharing and wage systems, identify income distribution between vessel owners and fishermen, and formulate recommendations for a more proportional income distribution system in the cast net fishery at PPS Nizam Zachman Jakarta. Data were collected through interviews and questionnaires on vessels measuring 21–30 GT, 31–50 GT, and 51–100 GT. The income distribution system consisted of profit-sharing and wage systems. Vessels of 21–30 GT applied a 60:40 sharing system, while vessels of 31–50 GT applied a 50:50 sharing system, with some also implementing a wage system. Vessels of 51–100 GT used a wage system. The results showed that the surplus value (SV) in the profit-sharing system ranged from 103.60–139.14%, while in the wage system it ranged from 79.95–232.81%. The profit-sharing system on 31–50 GT vessels was the most proportional because it produced an SV close to 100% in all seasons. Therefore, the profit-sharing system is more recommended, with the addition of a minimum income guarantee for fishermen.
