      Strategi Pengendalian Pencemaran Limbah Padat dan Cair Pelabuhan Perikanan (Studi Kasus PPI Cituis Tangerang)

      Abstract
      Wilayah pesisir memiliki potensi untuk pengembangan perikanan tangkap. Salah satunya pelabuhan perikanan seperti PPI Cituis yang meningkatkan ekonomi masyarakat pesisir. Aktivitas pelabuhan dapat menimbulkan dampak negatif yaitu pencemaran limbah yang bisa merusak lingkungan perairan jika tidak dikelola dengan baik. Strategi pengendalian diperlukan dalam mengatasi masalah tersebut. Penelitian ini bertujuan untuk mengevaluasi kondisi pengendalian pencemaran limbah di PPI Cituis, menganalisis persepsi pengguna pelabuhan tentang dampak pencemaran dan penanganan limbah PPI Cituis dan pengaruh keduanya, serta menentukan strategi pengendalian pencemaran limbah di PPI Cituis. Penelitian dilaksanakan pada April hingga Juli 2025 dengan melakukan pengambilan sampel air di lima stasiun sekitar pelabuhan, pengambilan data dan sampel limbah padat, limbah cair serta data persepsi pengguna pelabuhan dilakukan secara langsung di PPI Cituis. Status mutu air dianalisis dengan Indeks Pencemaran. Data limbah padat dan cair dianalisis dengan rasio ekoefisiensi dan indeks ecofishing port. Persepsi masyarakat diambil dengan wawancara dan pengunaan skala Likert dan dianalisis dengan analisis deskriptif dan regresi linier sederhana. Prioritas strategi pengendalian pencemaran limbah dianalisis dengan analytical hierarchy process (AHP) menggunakan tiga kriteria dengan empat opsi alternatif. Tingkat status mutu perairan PPI Cituis tergolong dalam kategori pencemaran sedang hingga ringan. Aktivitas buangan limbah dari pelabuhan perikanan yang menghasilkan banyak polutan diduga menjadi penyebab penurunan kualitas air di wilayah tersebut. Hasil evaluasi menunjukkan pengendalian limbah padat dan cair PPI Cituis cenderung belum optimal. Temuan ini didukung oleh rasio ekoefisiensi pelabuhan yang rendah dan kondisi PPI Cituis yang belum memenuhi standar pelabuhan perikanan berwawasan lingkungan (ecofishing port) Kondisi tersebut disebabkan oleh berbagai faktor seperti minimnya sarana prasarana pendukung limbah, Kurang optimalnya manajemen pengelolaan limbah, tidak adanya pemanfaatan limbah serta rendahnya kesadaran pengguna pelabuhan. Analisis persepsi menunjukkan bahwa pengguna pelabuhan mayoritas berada pada kategori cukup yaitu masih merasakan dampak pencemaran dan menilai penanganan limbah yang dilakukan belum sepenuhnya efektif. Hasil analisis juga menunjukkan adanya pengaruh dampak limbah yang dirasakan dengan penanganan limbah yang dilakukan. Berdasarkan analisis AHP strategi prioritas dalam upaya meningkatkan pengendalian pencemaran limbah PPI Cituis yaitu perbaikan regulasi dan sarana prasarana menempati urutan pertama. Penerapan teknologi ramah lingkungan di urutan kedua. Monitoring dan rehabilitasi lingkungan PPI Cituis berada di urutan ketiga. Sosialisasi dan edukasi limbah pengguna PPI Cituis menempati urutan prioritas keempat.
       
      Coastal areas have the potential for developing capture fisheries. One example is fishing ports such as PPI Cituis, which boost the economy of coastal communities. Port activities can have negative impacts, namely waste pollution that can damage the aquatic environment if not managed properly. Control strategies are needed to address these issues. This study aims to evaluate the condition of waste pollution control at PPI Cituis, analyze port users' perceptions of the impact of pollution and waste management at PPI Cituis and the influence of both, and determine strategies for controlling waste pollution at PPI Cituis. The research was conducted from April to July 2025 by taking water samples at five stations around the port, collecting data and samples of solid waste, liquid waste, and port user perception data directly at PPI Cituis. Water quality status was analyzed using the Pollution Index. Solid and liquid waste data were analyzed using the eco-efficiency ratio and ecofishing port index. Community perceptions were obtained through interviews and the use of a Likert scale and analyzed using descriptive analysis and simple linear regression. The priority of waste pollution control strategies was analyzed using the analytical hierarchy process (AHP) with three criteria and four alternative options. The water quality status of PPI Cituis is classified as moderate to light pollution. Waste discharge activities from fishing ports that produce a lot of pollutants are suspected to be the cause of the decline in water quality in the area. The evaluation results show that the control of solid and liquid waste at PPI Cituis tends to be suboptimal. This finding is supported by the port's low eco-efficiency ratio and the fact that PPI Cituis does not yet meet the standards for an eco-friendly fishing port. This condition is caused by various factors, such as the lack of waste support facilities and infrastructure, suboptimal waste management, the lack of waste utilization, and low awareness among port users. Perception analysis shows that the majority of port users are in the “fair” category, meaning they still feel the impact of pollution and consider waste management to be less than fully effective. The analysis also shows that there is a correlation between the perceived impact of waste and the waste management practices in place. Based on the AHP analysis, the priority strategies in efforts to improve waste pollution control at PPI Cituis are regulatory and infrastructure improvements in first place. The application of environmentally friendly technology is in second place. Monitoring and environmental rehabilitation of PPI Cituis is in third place. Socialization and education on waste for PPI Cituis users is in fourth place
