Kelayakan Finansial dan Strategi Keberlanjutan Pengelolaan TPS 3R di Tingkat Desa (Studi kasus: TPS 3R Yuni Sarah, Desa Kertayasa, Kecamatan Sindangagung, Kabupaten Kuningan)
Abstract
TPS 3R Yuni Sarah merupakan TPS 3R yang dibangun oleh Pemerintah Desa Kertayasa. Terkendalanya TPS 3R dalam memenuhi biaya operasional sehingga masih ketergantungan terhadap bantuan dana desa dan penurunan partisipasi masyarakat dalam memilah sampah menjadi permasalahan utama yang menghambat kemajuan perkembangan TPS 3R Yuni Sarah. Tujuan dari penelitian ini adalah (1) menganalisis kelayakan finansial dan sensitivitas kelayakan finansial pengelolaan TPS 3R Yuni Sarah; (2) menganalisis persepsi masyarakat terhadap pengelolaan TPS 3R Yuni Sarah; dan (3) merumuskan strategi keberlanjutan pengelolaan TPS 3R Yuni Sarah. Penelitian ini menggunakan analisis biaya manfaat, analisis persepsi, dan analisis SWOT. Hasil penelitian menunjukkan bahwa: (1) kelayakan finansial TPS 3R Yuni Sarah dinyatakan layak dalam jangka waktu proyek 20 tahun dengan NPV sebesar Rp24.976.895 dan analisis sensitivitas layak pada skenario II, III, dan IV; (2) persepsi masyarakat desa terhadap pengelolaan TPS 3R Yuni Sarah secara keseluruhan mendapat skor rataan 3,00 dengan tingkat persepsi setuju atau positif; (3) Dalam kuadran SWOT, TPS 3R Yuni Sarah berada pada kuadran I. Strategi yang harus diterapkan adalah mendukung kebijakan pertumbuhan yang agresif. Strategi pertumbuhan yang agresif pada umumnya tercipta dari kuadran Strengths-Opportunities dengan harapan perluasan dan dominasi pasar yang cepat. The Yuni Sarah 3R Waste Management Facility is a village-level 3R waste management facility built by the Kertayasa Village Government. The facility faces challenges in covering operational costs, leading to continued reliance on village funds and a decline in community participation in waste sorting, which are the main issues hindering the development of the Yuni Sarah 3R Waste Management Facility. The objectives of this study are: (1) to analyse the financial viability and sensitivity of the financial viability of the management of the Yuni Sarah 3R Waste Management Facility; (2) to analyse community perceptions of the management of the Yuni Sarah 3R Waste Management Facility; and (3) to formulate sustainability strategies for the management of the Yuni Sarah 3R Waste Management Facility. This study employs cost-benefit analysis, perception analysis, and SWOT analysis. The results of the study indicate that: (1) the financial viability of the Yuni Sarah 3R Waste Management Facility is deemed viable over a 20-year project period with a Net Present Value (NPV) of Rp24,976,895, and the sensitivity analysis is viable under Scenarios II, III, and IV; (2) the overall perception of the village community towards the management of the Yuni Sarah 3R Waste Management Facility received an average score of 3.00 with a positive or agreeable perception level; (3) In the SWOT quadrant, the Yuni Sarah 3R Waste Management Facility is in Quadrant I. The strategy that should be implemented is to support aggressive growth policies. Aggressive growth strategies generally emerge from the Strengths-Opportunities quadrant, with the expectation of rapid market expansion and dominance.
