Estimasi Manfaat dan Status Keberlanjutan Jasa Lingkungan Sumur Resapan pada CSR PT Tirta Investama Sukabumi

Abstract

Ketersediaan air bersih tidak hanya ditentukan oleh keberadaan sumbernya, tetapi juga oleh kemampuan daerah tangkapan air (catchment area) dalam menyerap dan menyimpan air. Namun, berbagai studi menunjukkan bahwa fungsi ekologis catchment area terus mengalami penurunan akibat deforestasi, perubahan tata guna lahan, dan minimnya infrastruktur resapan, yang pada akhirnya meningkatkan risiko bencana hidrometeorologi. Pembangunan sumur resapan menjadi salah satu solusi berbasis ekosistem yang menawarkan manfaat jasa lingkungan secara langsung. Penelitian ini mengkaji program Corporate Social Responsibility (CSR) PT Tirta Investama Sukabumi dalam penyediaan sumur resapan sebagai bentuk kontribusi konservasi air tanah di Sub DAS Cicatih. Penelitian ini bertujuan untuk menganalisis persepsi masyarakat terhadap program sumur resapan, mengestimasi nilai manfaat ekonomi, dan mengevaluasi status keberlanjutan program. Metode yang digunakan meliputi analisis skala Likert, pendekatan Damage Cost Avoided (DCA), dan Rapid Appraisal for Fisheries (RAPFISH). Hasil penelitian menunjukkan bahwa persepsi masyarakat penerima manfaat berada dalam kategori “Setuju”, mencerminkan apresiasi positif terhadap keberadaan program. Pada tahun 2019–2024, keberadaan sumur resapan di Desa Cisaat, Tenjolaya, Kutajaya, Pasawahan, dan Girijaya memberikan estimasi manfaat ekonomi bersih sebesar Rp37.827.833.048,00. Secara keseluruhan, program ini telah mencapai status keberlanjutan pada seluruh dimensi, dengan nilai tertinggi pada dimensi ekologi. Sebagian besar unit menunjukkan kinerja yang baik dalam mendukung konservasi air, dengan sumur di Lokasi A (Kelompok Mata Air Desa Girijaya) sebagai unit dengan indeks keberlanjutan tertinggi.

The availability of clean water is determined not only by the presence of its sources but also by the capacity of the catchment area to absorb and store water. However, various studies have shown that the ecological functions of catchment areas have been continually declining due to deforestation, land-use changes, and the lack of infiltration infrastructure, ultimately increasing the risk of hydrometeorological disasters. The construction of infiltration wells offers an ecosystem-based solution that provides direct environmental service benefits. This study examines the Corporate Social Responsibility (CSR) program of PT Tirta Investama Sukabumi in providing infiltration wells as a contribution to groundwater conservation in the Cicatih Sub-watershed. The objectives of this research are to analyze community perceptions of the infiltration well program, estimate its economic benefits, and evaluate the program’s sustainability status. The methods used include Likert scale analysis, the Damage Cost Avoided (DCA) approach, and Rapid Appraisal for Fisheries (RAPFISH). The results show that the perceptions of beneficiary communities fall into the “Agree” category, reflecting a positive appreciation of the program. From 2019 to 2024, the existence of infiltration wells in the villages of Cisaat, Tenjolaya, Kutajaya, Pasawahan, and Girijaya generated an estimated net economic benefit of IDR 37.827.833.048. Overall, the program has achieved sustainability status across all dimensions, with the highest score in the ecological dimension. Most units demonstrated good performance in supporting water conservation, with the well in Location A (Kelompok Mata Air Desa Girijaya) achieving the highest sustainability index.
