      Pemanfaatan Sistem Informasi Geografis dalam Perencanaan Penataan Kawasan Permukiman Kumuh di Kelurahan Cibogor, Kecamatan Bogor Tengah, Kota Bogor

      Abstract
      Kelurahan Cibogor yang terletak di Kecamatan Bogor Tengah, Kota Bogor, termasuk ke dalam salah satu kawasan yang membutuhkan penanganan permukiman kumuh menurut SK Walikota Bogor No. 653.45-282 Tahun 2019. Peremajaan kawasan diperlukan untuk mengatasi permasalahan kekumuhan dan menciptakan hunian yang layak huni. Penelitian ini bertujuan menganalisis tingkat kekumuhan dan merumuskan arahan penataan kawasan permukiman kumuh dengan memanfaatkan Sistem Informasi Geografis (SIG). Metode analisis yang digunakan adalah weighted overlay, yang menggabungkan lima parameter spasial, yaitu bangunan gedung, aksesibilitas jalan lingkungan, pengelolaan air limbah, sistem drainase, dan aksesibilitas TPS. Hasil analisis menunjukkan bahwa dari total luas kawasan 47 hektar, terdapat 8,8 hektar termasuk kategori tidak kumuh, 18,7 hektar kumuh ringan, 15,6 hektar kumuh, dan 3,4 hektar sangat kumuh. Faktor utama penyebab kekumuhan adalah kualitas bangunan tidak layak huni dan rendahnya layanan infrastruktur dasar. Perencanaan dirancang dengan konsep penataan kawasan melalui pendekatan perencanaan spasial yang mengintegrasikan hunian vertikal, peningkatan jaringan jalan dan drainase, serta penambahan ruang terbuka hijau. Hasil perencanaan menunjukkan peningkatan proporsi RTH dari 13,52% menjadi 30,78% dan efisiensi penggunaan lahan permukiman dari 39,25% menjadi 23,24%. Penelitian ini menunjukkan bahwa pemanfaatan SIG dalam perencanaan kawasan dapat memberikan output berbasis data yang efektif untuk mendukung penataan kawasan permukiman secara terintegrasi dan berkelanjutan.
       
      Cibogor Village, located in Bogor Tengah District, Bogor City, is identified as one of the areas requiring intervention for slum settlement management according to Bogor Mayor Decree No. 653.45-282 of 2019. Revitalization of this area is necessary to address issues of slum conditions and to create livable housing. This study aims to analyze the level of slum conditions and to formulate recommendations for the arrangement of slum settlements by utilizing Geographic Information Systems (GIS). The analysis method used is weighted overlay, which combines five spatial parameters: building structures, accessibility of neighborhood roads, wastewater management, drainage systems, and accessibility to waste disposal sites (TPS). The results show that out of a total area of 47 hectares, 8.8 hectares are categorized as non-slum, 18.7 hectares as lightly slum, 15.6 hectares as slum, and 3.4 hectares as severely slum. The main factors causing slum conditions are substandard building quality and inadequate basic infrastructure services. The planning approach integrates vertical housing, improvements to road and drainage networks, and the addition of green open spaces. The results of the planning indicate an increase in the proportion of green open space from 13.52% to 30.78% and an improvement in the efficiency of residential land use from 39.25% to 23.24%. This study demonstrates that the use of GIS in area planning can provide effective, data-driven outputs to support integrated and sustainable settlement. management.
