In 2016, Penglipuran village in Bali was recognized as one of the cleanest villages in the world alongside Giethoorn in the Netherlands and Mawlynnong in India. Since then, tourist visits have been increasing rapidly, bringing concern on over carrying capacity which threatening the environmental sustainability of the traditional village. Using survey to local tourists, international tourists, village managers, residents and business owners, this study tried to analyze the physical carrying capacity of the village, as well as the stakeholders’ perspectives on restriction discourse. The results of this study indicate that Penglipuran’s physical carrying capacity is being vastly exceeded. Tourists, village managers and labours agree with tourist restriction proposal, but business owners are against the restriction idea.
