Estimasi Nilai Kerugian Ekonomi Masyarakat Akibat Pencemaran Limbah di Sungai Cileungsi

Abstract

Sungai Cileungsi yang mengalir dari Kabupaten Bogor hingga Kota Bekasi dikategorikan sebagai salah satu sungai yang tercemar di Indonesia. Pencemaran tersebut diduga akibat adanya berbagai aktivitas industri maupun rumah tangga. Pencemaran tidak hanya berdampak buruk terhadap kualitas sungai, namun juga kepada masyarakat yang tinggal di sekitar sungai. Akibat adanya pencemaran Sungai Cileungsi, banyak masyarakat yang merasa dirugikan baik dari sisi ekonomi maupun sosial dan lingkungan. Berdasarkan hal tersebut, tujuan dari penelitian ini yaitu (1) mengidentifikasi eksternalitas negatif yang dirasakan masyarakat akibat pencemaran air di Sungai Cileungsi, (2) menganalisis persepsi masyarakat terdampak terhadap pencemaran limbah di Sungai Cileungsi, (3) mengestimasi besarnya kerugian ekonomi yang ditanggung masyarakat akibat pencemaran limbah di Sungai Cileungsi. Metode yang digunakan dalam penelitian ini adalah analisis deskriptif kualitatif, skala likert, replacement cost, dan cost of illness. Hasil dari penelitian ini menunjukkan bahwa masyarakat merasakan eksternalitas negatif berupa gangguan visual (merusak pemandangan), hilangnya organisme sungai (tumbuhan dan ikan), perubahan kualitas air tanah (sumur) menjadi kotor dan berbau, penurunan tingkat kesehatan, ketidaknyamanan pada tempat tinggal, tidak dapat menggunakan air sungai dan timbul bau yang tidak sedap dari sungai akibat pencemaran limbah di Sungai Cileungsi. Masyarakat memberikan persepsi bahwa Sungai Cileungsi termasuk ke dalam kategori sungai yang tercemar. Estimasi nilai kerugian ekonomi masyarakat menghasilkan rata-rata kerugian ekonomi sebesar Rp1.207.857/KK/tahun dan nilai total kerugian masyarakat yaitu sebesar Rp192.681.267/tahun.

The Cileungsi River, which flows from Bogor Regency to Bekasi City, is categorized as one of the most polluted rivers in Indonesia. The pollution is thought to be the result of various industrial and household activities. Pollution not only adversely affects the quality of the river, but also the people who live around the river. As a result of the Cileungsi River pollution, many people feel disadvantaged both from an economic and social and environmental perspective. Based on this, the objectives of this study are (1) to identify negative externalities felt by the community due to water pollution in the Cileungsi River, (2) to analyze the perceptions of affected communities towards sewage pollution in the Cileungsi River, (3) to estimate the amount of economic losses borne by the community due to sewage pollution in the Cileungsi River. The methods that used in this research are descriptive qualitative analysis, likert scale, replacement cost, and cost of illness. The results of this study show that the community feels negative externalities in the form of visual disturbances (damage to the scenery), loss of river organisms (plants and fish), changes in groundwater quality (wells) become dirty and smelly, decreased health levels, discomfort in the place of residence, unable to use river water and unpleasant odors arise from the river due to sewage pollution in Cileungsi River. The community gives the perception that Cileungsi River is categorized as a polluted river. The estimated value of community economic losses resulted in an average economic loss of Rp1.207.857/KK/year and a total value of community losses of Rp192.681.267/year.
