Pertarungan dalam Penguasaan Lahan Tambak di Wilayah Pesisir Kecamatan Muara Gembong, Kabupaten Bekasi, Jawa Barat
Abstract
Kekayaan sumber daya alam di kawasan pesisir Muara Gembong seringkali mempengaruhi keinginan setiap orang atau kelompok memilikinya. Untuk mendapatkan keuntungan dari sumberdaya lahan, individu atau kelompok sering bersaing mendapatkan hak untuk menggunakan sumberdaya tersebut. Pertarungan akses terhadap sumber daya ini mengakibatkan berbagai aktor yang mendominasi. Penelitian ini bertujuan untuk menggambarkan peran, kepentingan, dinamika akses dan jaring-jaring kuasa (web of power) masing-masing aktor dalam penguasaan lahan tambak di wilayah pesisir Kecamatan Muara Gembong, dengan fokus pada dua desa, yaitu Desa Pantai Bahagia dan Desa Pantai Sederhana. Penelitian ini menggunakan analisis teori praktik dan teori akses dengan pendekatan kualitatif deskriptif melaui wawancara mendalam (in-depth interview) 15 orang informan (terdiri dari Kementerian LHK, Perum Perhutani, Pemerintah Desa, Pemilik Tambak, Pengelola/Bujang Tambak, Tokoh Masyarakat, dan Ketua organisasi masyarakat), Focus Group Discussion (FGD dan Studi Dokumen. Hasil dari penelitian ini menemukan bahwa Di Desa Pantai Bahagia aktor yang memiliki kuasa terbesar dibanding para petambak adalah: (i) BDW berkepentingan memperluas areal garapan tambak ke wilayah Perhutani karena memiliki naskah ijin garapan; (ii) HM dengan berbekal SKD yang dimiliki, dan bundle of power yang dihimpun hingga level pejabat tinggi, mampu mengundang investasi pihak eksternal untuk mengembangkan budidaya tambak modern; (iii) Kepala Desa dan Kerabat memperjuangkan pelepasan kawasan hutan Perhutani dengan underlying motive: areal yang telah terlepas dari Perhutani akan ditransaksikan kepada perusahaan tertentu (PT. GSI); (iv) Bupati Bekasi juga berkepentingan atas pelepasan kawasan hutan Perhutani karena areal yang dilepas akan ditata melalui mekanisme RTRW Kabupaten Bekasi; (v) KLHK berkepentingan menyelesaikan kompleksitas persoalan yang timbul dengan membentuk tim terpadu PPTPKH (Penyelesaian Penguasaan Tanah Dalam Rangka Penataan Kawasan Hutan). Tim terpadu merekomendasikan 142 Ha kawasan Perhutani dilepas menjadi areal non kawasan hutan. Selanjutnya, rekomendasi tidak dapat dilaksanakan di lapangan karena areal tersebut ternyata sudah ditransaksikan oleh Kepala Desa dan Kerabatnya dengan PT. GSI. Sementara di Desa Pantai Sederhana aktor yang memiliki kuasa terbesar adalah PT. MG. PT. MG menggunakan bundle of power untuk memperluas penguasaan areal tambak di luar kawasan. The wealth of natural resources in the coastal area of Muara Gembong often affects the desire of every person or group to own them. To benefit from land resources, individuals or groups often compete for the right to use these resources. This battle for access to resources results in various dominating actors. This study aims to describe the roles, interests, dynamics of access and web of power of each actor in the control of pond land in the coastal area of Muara Gembong District, with a focus on two villages, namely Pantai BahagiaVillage and Pantai Sederhana Village. This study uses the analysis of practice theory and access theory with a descriptive qualitative approach through in-depth interviews with 15 informants (consisting of the Ministry of Environment and Forestry, Perum Perhutani, Village Government, Pond Owners, Pond Managers/Bujang, Community Leaders, and Heads of Community Organizations), Focus Group Discussion (FGD and Document Study. The results of this study found that in Pantai BahagiaVillage, the actors who have the greatest power compared to the farmers are: (i) BDW is interested in expanding the pond cultivation area to the Perhutani area because it has a cultivation permit manuscript; (ii) HM armed with its SKD, and bundle of power gathered up to the level of high officials, is able to invite investment from external parties to develop modern pond cultivation; (iii) Village Heads and Relatives fight for the release of Perhutani's forest areas with the underlying motive: the area that has been released from Perhutani will be transacted to a certain company (PT. GSI); (iv) The Regent of Bekasi is also interested in the release of Perhutani's forest area because the released area will be arranged through the Bekasi Regency RTRW mechanism; (v) The Ministry of Environment and Forestry is interested in resolving the complexity of the problems that arise by forming an integrated PPTPKH team (Land Tenure Settlement in the Context of Forest Area Planning). The integrated team recommended that 142 hectares of Perhutani area be released into non-forest areas. Furthermore, the recommendation could not be implemented in the field because the area had been transacted by the Village Head and his relatives with PT. GSI. Meanwhile, in Pantai Sederhana Village, the actor who has the greatest power is PT. MG. PT. MG uses the bundle of power to expand its control of the pond area outside the area.
