Dampak Perlindungan Sosial dan Teknologi Informasi Komunikasi terhadap Kedalaman dan Keparahan Kemiskinan di Indonesia
Abstract
Meskipun upaya pemerintah melalui perlindungan sosial dalam mengentaskan kemiskinan terus berlanjut dan di pihak lain teknologi terus berkembang, namun kemiskinan di Indonesia masih menjadi masalah pembangunan. Tujuan dari penelitian ini adalah untuk menganalisis dampak perlindungan sosial dan teknologi terhadap tingkat kemiskinan, kedalaman dan keparahannya. Tujuan penelitian dijawab menggunakan metode analisis data panel dengan time series 2017-2021 dan cross section 34 provinsi di Indonesia. Hasil penelitian menunjukkan bahwa perlindungan sosial dan Indeks Pembangunan Teknologi Informasi dan Komunikasi (IP-TIK), subindeks penggunaan dan keahlian berpengaruh signifikan negatif terhadap tingkat kemiskinan, kedalaman dan keparahannya. Sementara untuk subindeks akses-infrastruktur berpengaruh siginifikan pada tingkat kemiskinan dan kedalamannya, tetapi pengaruhnya tidak signifikan terhadap keparahan kemiskinan meskipun arahnya sudah negatif. Secara umum pengaruh IP-TIK untuk semua subindeks terhadap tingkat kemiskinan, kedalaman dan keparahannya lebih besar daripada pengaruh perlindungan sosial, dengan pengaruh terbesar dari ketiga subindeks adalah keahlian. Despite the government's ongoing efforts through social protection to alleviate poverty and the continuous advancement of technology, poverty in Indonesia remains a issue. The aim of this research is to analyze the impact of social protection and technology on the percentage, depth, and severity of poverty. This research objective was addressed using panel data analysis methods with time series data from 2017-2021 and cross-sectional data from 34 provinces in Indonesia. The results of the study show that social protection and the Information and Communication Technology Development Index (ICT), particularly the usage and skills sub-indices, have a significant negative impact on the percentage rate, depth, and severity of poverty. Meanwhile, the access-infrastructure sub-index significantly impacts the percentage and depth of poverty, but not significantly impact the severity of poverty, although the direction of the impact is negative. Overall, the impact of the ICT for all sub-indices on the percentage, depth, and severity of poverty is greater than the impact of social protection, with the skills sub-index having the largest impact among the three sub-indices.
