Alokasi optimum sumberdaya perikanan di perairan Teluk Palabuhanratu
Abstract
The objectives of this research is to study the optimum fisheries resources allocation at Palabuhanratu Bay. Production surplus function and Pontryagin Marimurn Principles were used as the approach for optimum allscation. Biological parameter, such as r, q, and K estimated with Walters-Hilbra~n( WH: 1976) and CYP (1992) estimator models. WH (1976) was basically using Logistic growth function, while CYP (1992) was basically using Gompertz growth function. Based on the analytical solution using MAPLE 9.5 for small pelagic at Palabuhanratu Bay with annual continues discount rate (6 )=4,04%, per year optimal biomass (x*) is 1.888,85 tonnes, optimal yield (h') = 1.448,05 tomes and optimal eflorr (E ) is mound 12.777 trip in lift net standard level. The small pelagic resources rent is estimated Rp I .053,97 million, while its over time rent = Rp 26.088,56 million. The analytical results for demersal resources at Palabuhanratu Bay shows that per year optimal biomass (I*) = 7.2I1,35 tonnes, optimal yield ( h ) = 2.758,30 tonnes and optimal efort (E) = 11.250 trip in hand line standard level. The demersal resources rent is estimated Rp 1.264,05 million, while its over time rent = Rp 3 1.288,36 million. Using annual continues discount rate of 4,04%, optimal harvest per trip as lift net standard level of effort is 1 1 3,33 kg and optimal harvest per trip as hand line standard of effort is 245,18 kg. The number of optimal fishing gears based on the dynamic analytical model is mound 43 unit as lift net standard level and 38 unit as hand line standard level. Consenquently, optimal number of lift net fishermen and hand line fishermen can be calculated to be 85 people and 113 people, respectively.
