dc.description.abstractSentra Kelautan dan Perikanan Terpadu (SKPT) Natuna dibangun dalam bentuk Pelabuhan Perikanan di Selat Lampa yang bertujuan mengintegrasikan aktivitas pendaratan ikan, pengolahan hingga pemasaran. Namun, terjadi penurunan kunjungan kapal yang cukup signifikan pada 2019 dan aktivitas pelelangan ikan belum berjalan. Penelitian ini bertujuan mendeskripsikan jenis fasilitas dan kapasitas kepelabuhanan, menilai kinerja operasional, dan menyusun strategi peningkatan kinerja operasional. Pengumpulan data dilakukan dengan pengamatan lapang, wawancara, dan pengisian kuesioner dimana responden dipilih secara accidental sampling dan purposive sampling. Penelitian menggunakan analisis deskriptif untuk mengindentifikasi fasilitas dan kapasitas kepelabuhanan, analisis gap untuk menilai kesenjangan kinerja operasional antara kondisi existing dan kondisi standar, serta analisis SWOT untuk merumuskan strategi peningkatan kinerja operasional. Hasil penelitian menunjukkan bahwa SKPT Natuna memiliki fasilitas pokok, fungsional dan penunjang yang beroperasi dalam kondisi baik, bersih dan terawat. Terdapat gap negatif dalam kinerja operasional pada indikator produksi ikan, kunjungan kapal, dan jumlah ikan yang dipasarkan. Strategi untuk meningkatkan kinerja operasional adalah meningkatkan daya serap pasar regional dan internasional terhadap ikan dan produk hasil perikanan, membuat peraturan agar pendaratan ikan terpusat di SKPT Natuna, mengundang investor, dan mendatangkan armada penangkapan ikan dari luar Natuna.id
dc.description.abstractNatuna Integrated Marine and Fisheries Center (IMFC) was built as a fishing port in Selat Lampa, which aims to integrate fish landing, processing, and marketing activities. However, there was a significant decrease in ship visits in 2019 and the fish auction activity had not yet started. This study aims to describe the types of port facilities and capacities, assess operational performance, and develop strategies to increase operational performance. The data collection was carried out by field observations, interviews, and filling out questionnaires where the respondents were selected by accidental sampling and purposive sampling. The study uses descriptive analysis to identify port facilities and capacity, gap analysis to assess the operational performance gaps between existing and standard conditions, and SWOT analysis to formulate strategies to increase operational performance. The results showed that Natuna IMFC had basic, functional, dan supporting facilities that operate in good, clean, and well-maintained. There are negative gapsin indicators of fish production, ship visits, and the number of fish marketed. Strategy to improve the operational performance include increasing regional and international market absorption of fishery products, make regulations so that fish landings are centered in Natuna IMFC, attract investors, and bring in fishing vessels from outside Natuna.id
