Pengaruh Ekspor Negara Non-International Tripartite Rubber Council Terhadap Pembentukan Harga Karet Alam Indonesia
Abstract
Harga karet alam merupakan variabel yang menentukan besarnya pendapatan
selain biaya. Harga karet yang rendah yang tidak diiringi dengan penurunan biaya
akan berdampak pada turunnya pendapatan dan rendahnya kesejahteraan. Untuk
menangani permasalahan harga karet yang rendah pemerintah telah melakukan
kebijakan pembatasan kuota ekspor (AETS) guna mendorong kenaikan harga karet
alam. Kerjasama tiga negara dalam pengurangan ekspor tidak efektif meningkatkan
harga karet alam. Salah satu solusi yang disarankan yakni menambah kerjasama
dengan produsen karet alam lain seperti Vietnam. Namun belum ada penelitian
yang membuktikan pengaruh ekspor karet alam negara lainnya terhadap
pembentukan harga karet alam dunia sampai dengan pengaruhnya ke harga karet
alam domestik Indonesia. Penelitian ini bertujuan untuk Menganalisis pengaruh
ekspor karet alam negara lain terhadap harga karet alam petani Indonesia dan
menganalisis implikasi kebijakan AETS yang tepat untuk meningkatkan harga karet
alam petani Indonesia
Dalam penelitian ini variabel utama yang menjadi fokus penelitian adalah
harga karet alam dunia, harga karet alam domestik, ekspor karet alam Indonesia,
Malaysia, Thailand, Vietnam, China dan India. Data yang digunakan data bulanan
tahun 2013 sampai 2019 (84 observasi). Model pendekatan yang digunakan yakni
Error Correction Model dan Vector Error Correction Model (VECM) sedangkan
analisis yang digunakan di dalam model yaitu Impuls Response Function (IRF), dan
Forecast Error Variance Decomposition (FEVD). Error Correction Model
digunakan untuk menguji pengaruh ekspor ITRC terhadap harga karet dunia
sedangkan VECM digunakan untuk menguji pengaruh penambahan kerjasama
ekspor 3 negara lainnya. Hasil uji ECM menunjukkan bahwa kebijakan pembatasan
ekspor ITRC tidak efektif menaikkan harga karet dunia. Sedangkan hasil estimasi
menggunakan VECM menunjukkan pasar karet domestik sangat bergantung pada
pasar dunia. Kebijakan pembatasan volume ekspor karet saat ini sudah tidak efektif
lagi untuk meningkatkan harga karet alam bahkan jika menambahkan kerjasama
dengan negara eksportir lainnya. Hal tersebut tercermin dari hasil analisis Impuls
respon maupun FEVD. Kontribusi ekspor baik ITRC maupun ekspor total yang
meliputi negara ITRC ditambah 3 negara non ITRC (China, India, Vietnam)
terhadap keragaman harga karet dunia maupun domestik sangat kecil. Impuls
respon juga menunjukkan bahwa variabel ekspor menunjukkan hasil yang tidak
jauh berbeda. Oleh karena itu dibutuhkan kebijakan lainya yang lebih relevan untuk
meningkatkan harga karet alam. Butuh penelitian lebih lanjut untuk dapat
mengetahui faktor penentu harga karet dunia maupun domestik sehingga dapat
dihasilkan kebijakan yang lebih efektif. Pengembangan hilirisasi karet sangat
dibutuhkan. The price of natural rubber is a variable that determines the amount of income
other than costs. Low rubber prices that are not accompanied by lower costs will
have an impact on lower incomes and lower welfare. To deal with the problem of
low rubber prices, the government has implemented a policy of limiting export
quotas (AETS) to encourage natural rubber prices to increase. The cooperation of
the three countries in reducing exports is not effective in increasing the price of
natural rubber. One of the suggested solutions is to increase cooperation with other
natural rubber producers such as Vietnam. However, there is no research that proves
the effect of natural rubber exports from other countries on the formation of world
natural rubber prices and its effect on Indonesia's domestic natural rubber prices.
This study aims to analyze the effect of natural rubber exports from other countries
on the price of natural rubber by Indonesian farmers and to analyze the implications
of the appropriate AETS policy to increase the price of natural rubber by Indonesian
farmers.
In this study, the main variables that become the focus of research are world
natural rubber prices, domestic natural rubber prices, natural rubber exports from
Indonesia, Malaysia, Thailand, Vietnam, China and India. The data used are
monthly data from 2013 to 2019 (84 observations). The approach models used are
Error Correction Model and Vector Error Correction Model (VECM), while the
analysis used in the model is Impulse Response Function (IRF), and Forecast Error
Variance Decomposition (FEVD). Error Correction Model is used to test the effect
of ITRC exports on world rubber prices, while VECM is used to test the effect of
additional export cooperation from 3 other countries. The results of the ECM test
show that the ITRC's export restriction policy is not effective in increasing world
rubber prices. Meanwhile, the estimation results using VECM show that the
domestic rubber market is highly dependent on the world market. The policy of
limiting the volume of rubber exports is no longer effective in increasing the price
of natural rubber, even if it adds cooperation with other exporting countries. This is
reflected in the results of the Impulse response analysis and FEVD. The
contribution of exports to both ITRC and total exports which include ITRC
countries plus 3 non-ITRC countries (China, India, Vietnam) to the diversity of
world and domestic rubber prices is very small. The response impulse also shows
that the export variable shows results that are not much different. Therefore, other
policies that are more relevant are needed to increase the price of natural rubber.
Further research is needed to determine the determinants of world and domestic
rubber prices so that more effective policies can be produced. The development of
downstream rubber is urgently needed.
