Strategi Transformasi Armada Cantrang menjadi Armada Jaring Tarik Berkantong di Kabupaten Batang

Kepala Dinas Kelautan dan Perikanan Provinsi Jawa Tengah menerbitkan
peraturan pada bulan Juli 2021 agar pemilik kapal cantrang merubah alat tangkap
menjadi jaring tarik berkantong. Kepala Pelabuhan Perikanan Pantai Klidang Lor
(PPPKL) memfasilitasi transformasi armada tersebut, namun pemilik kapal dan
nelayan enggan untuk mematuhi peraturan terebut. Proses dimulai dengan
sosialisasi disertai sejumlah informasi yang relevan. Penelitian ini bertujuan
mengidentifikasi tindakan yang harus dilakukan nelayan untuk memodifikasi
cantrang menjadi jaring tarik berkantong, menghitung kebutuhan biaya modifikasi
alat tangkap cantrang, menghitung kontribusi perikanan cantrang, dan
merumuskan strategi transformasi armada cantrang menjadi armada jaring tarik
berkantong di Kabupaten Batang. Pengumpulan data dilakukan melalui observasi
lapangan dan wawancara. Pengolahan data dikembangkan dengan menerapkan
metode logic model sesuai dengan kondisi lapangan. Hasil penelitian
menunjukkan bahwa perubahan konstruksi cantrang terdapat pada bentuk dan
ukuran mata jaring bagian kantong. Biaya modifikasi satu unit cantrang menjadi
jaring tarik berkantong berkisar Rp 1.550.000 – 1.600.000. Perikanan cantrang
adalah penyedia bahan baku industri di Kabupaten Batang yang memproduksi
bahan baku dasar untuk industri pengolahan lanjutan di luar Kabupaten Batang.
Strategi transformasi armada cantrang adalah kegiatan sosialisasi kepada kalangan
nelayan disertai informasi lengkap tentang desain dan konstruksi alat pengganti,
biaya modifikasi, serta pemantauan terhadap jumlah kapal ikan yang
menggunakan jaring tarik berkantong. The head of Marine Affairs and Fisheries Service of Central Java Province
ordered the owners of cantrang fleets to replace their fishing gear with another
type of boat seine called jaring tarik berkantong in July 2021. Accordingly, the
Head of Klidang Lor Fishing Port (PPPKL) have to facilitate the transformation of
these fishing fleets. However, boat owners and fishers express their reluctance to
modify their fishing gear. To accelerate this transformation efforts must include
the introduction of the order with sufficient information that will encourage the
fishing community to adopt the order. This study aims to identify changes in the
design and construction required to modify the cantrang to the jaring tarik
berkantong, to calculate the cost of gear modification, calculate the contribution of
the cantrang fisheries, to the processing industries, and formulate a strategy for
accelerating the transformation of the cantrang fishing fleets into jaring tarik
berkantong fleets in Batang Regency. Data were collected from field observations
and interviews. Data processing was developed by applying the logic model
method according to field conditions. The research results indicate that changes in
cantrang construction at PPPKL are found in the shape and mesh size of jaring
tarik berkantong. The modification of a cantrang will cost them Rp. 1,550,000 –
1,600,000. The cantrang fleets are the main suppliers of raw materials for local
industries which produce raw materials for seafood processing industries outside
Batang. The strategy for the transformation of the fleets should include
socialization of the order with sufficient information on the modification of
fishing gear, cost of modification, incentives to modify the fishing gear, and
monitoring the number of fishing fleets with the jaring tarik berkantong.
