      Penilaian Risiko Logam Berat (semikuantitatif) dan Penyakit Ikan Karantina pada Ikan Salmon (impor)

      Abstract
      Salmon adalah jenis ikan yang tidak dimiliki Indonesia, namun sangat diminati oleh konsumen. Sejak tahun 2014 hingga tahun 2020 permintaan salmon terus meningkat, karena salmon banyak memiliki keunggulan. Mayoritas ikan salmon didatangkan dari negara Chili dan Norwegia, namun disisi lain terdapat potensi cemaran logam berat (Hg, Pb, Cd) pada negara asal. Kontaminasi logam berat pada ikan salmon masuk dalam kategori bahaya kimia keamanan pangan (food safety), dan dapat berpotensi membahayakan kesehatan manusia. Ikan salmon juga merupakan inang rentan (susceptible species) penyakit Viral Haemorrhagic Septicaemia (VHS). Penyakit ini dapat mengancam ketahanan pangan (food security), karena penyakit ini bersifat akut. Penelitian mengenai kandungan logam berat pada ikan salmon sudah dilakukan sebelumnya, namun upaya pengendalian melalui penilaian risiko logam berat, dan kategorisasi tingkat risiko penyakit ikan karantina VHS pada ikan salmon belum dilakukan. Penelitian ini bertujuan menentukan kandungan logam berat pada ikan salmon, menentukan penilaian risiko logam berat pada ikan salmon dan menentukan kategorisasi tingkat risiko penyakit ikan karantina VHS pada ikan salmon. Penelitian dilakukan dalam empat tahap, yaitu pengambilan sampel dan pengumpulan data. Analisis kandungan logam berat menggunakan instrumen Inductively Coupled Plasma Mass Spectrometry (ICP-MS) dan analisis Viral Haemorrhagic Septicaemia menggunakan Polymerase Chain Reaction (PCR) konvensional. Penilaian risiko semikuantitatif logam berat (melalui tahap identifikasi bahaya, karakterisasi bahaya, penilaian paparan, dan karakterisasi risiko) pada ikan salmon mengacu pada United State Environmental Protection Agency (USEPA) dan risk ranger. Penilaian risiko penyakit ikan VHS pada ikan salmon mengacu pada Keputusan Kepala Badan Karantina Ikan, Pengendalian Mutu dan Keamanan Hasil Perikanan nomor 78/Kep-BKIPM/2018. Ikan salmon diimpor dari empat negara asal (Chili, China, Jepang, Norwegia) dan terdapat empat macam spesies salmon yang berbeda. Rata-rata kandungan logam berat pada seluruh ikan salmon adalah merkuri (Hg) 0,0646 ± 0,0056 ppm, timbal (Pb) 0,0505 ± 0,0446 ppm, dan kadmium (Cd) 0,0119 ± 0,0006 ppm, hasil ini di bawah ambang batas yang dipersyaratkan oleh BPOM-RI. Hasil penilaian risiko untuk Hg, Pb, dan Cd adalah 0,0567; 0,0013; dan 0,0010 (kurang dari 1) yang menyiratkan bahwa konsumsi ikan salmon tidak memiliki potensi risiko bahaya. Risk ranger menunjukkan bahwa estimasi peringkat risiko logam berat berada pada kategori sedang dengan risk rangking 46, 37, 36 (Hg, Pb, Cd). Hasil analisis penyakit ikan VHS pada ikan salmon selama pengamatan tidak ditemukan (terdeteksi) positif VHS. Hasil penilaian risiko VHS pada ikan atlantik salmon asal Chili berada pada kategori tingkat risiko sedang dengan nilai total 60,1 dari 100.
       
      Salmon is a type of fish species that is not available in Indonesia but is in great demand by consumers. The demand of salmon continues to increase since 2014-2020 due to their superiority. Commonly, salmon are imported from Chili and Norway. On the other hand, there is a potential for heavy metal contamination (Hg, Pb, Cd) in the country of origin. Heavy metal contamination in salmon is included in the chemical hazard category and can potentially endanger human health. Salmon is a susceptible host (susceptible species) for Viral Haemorrhagic Septicemia (VHS). This disease possibly threatens food security because this disease is acute. Research on the content of heavy metals in salmon has been carried out previously. Nevertheless, heavy metal risk assessment and categorization of risk levels of VHS quarantine fish disease in salmon have not been carried out. This study aimed to determine the heavy metal content, the risk assessment of heavy metals, and the risk level of VHS quarantine fish disease in salmon. This research was conducted in four stages i.e., firstly sampling and data collection. Secondly, analysis of heavy metal content using Inductively Coupled Plasma Mass Spectrometry (ICP-MS) instruments and analysis of Viral Haemorrhagic Septicemia used conventional Polymerase Chain Reaction (PCR). Thirdly, Semiquantitative risk assessment of heavy metals (through the stages of hazard identification, hazard characterization, exposure assessment, and risk characterization) on salmon refers to the United States Environmental Protection Agency (USEPA) and risk rangers. Fourthly, risk assessment of VHS fish disease in salmon refersed to the Decree of the Head of the Fish Quarantine, Quality Control and Safety of Fishery Products 78/Kep-BKIPM/2018. Salmon were imported from four countries of origin (Chile, China, Japan, Norwegia), and there were four different species of salmon. The average heavy metals content in salmon were mercury (Hg) 0.0646 ± 0.0056 ppm, lead (Pb) 0.0505 ± 0.0446 ppm, and cadmium (Cd) 0.0119 ± 0.0006 ppm. These results were below the BPOM-RI limit. The risk assessment results for Hg, Pb, and Cd were 0.0567; 0.0013; and 0.0010 (less than 1), implying that salmon consumption have no a potential risk of hazard. The risk ranger showed that the estimated risk ranking of heavy metals was in the medium category with risk rankings of 46, 37, 36 (Hg, Pb, Cd). The results of the analysis of VHS fish disease in salmon during the observation were not found (not detected) positive for VHS. The results of the VHS risk assessment on Atlantik salmon from Chili were in the medium risk category with a total score of 60.1 out of 100.
