The World Bank review on irrigation in Indonesia in 1978 recommended that increasing rice production should remain a central policy objective and irrigation development program needs to be expanded by about 20% if the expected growth rate of domestic production is to keep pace with the expected growth rate in demand for rice which is about 4% per year. 1)
One of the crucial questiones raised by the World Bank is to what extent has irrigation development been able to contribute to increasing rice supplies.
Their analysis on the agregate situation of the impact of irrigation development reveals that the absolute increase in per ha yield of paddy on irrigated areas was 0.4 ton per ha which was about twice the increase in yield on dry land (0.2 ton/ha). ...
