Analisis Perbandingan Proporsi Pengeluaran Rumah Tangga Pada Permintaan Air PAM dan Air Tanah (Studi Kasus: Desa Boangmanalu, Kecamatan Salak, Kabupaten Pakpak Bharat)

Abstract

PAM UPT Jaringan Air Bersih sudah menyediakan air bersih di Desa Boangmanalu, namun belum semua masyarakat dapat mengakses air PAM tersebut sehingga sebagian rumah tangga masih mengandalkan air tanah sebagai kebutuhan hidup sehari-hari. Tujuan penelitian ini adalah: (1) menganalisis persepsi masyarakat terhadap sumber air, (2) menganalisis faktor-faktor yang memengaruhi rumah tangga terhadap permintaan air, dan (3) membandingkan pengeluaran permintaan air terhadap pendapatan antara rumah tangga pengguna air PAM dengan pengguna air tanah. Hasil penelitian ini menunjukkan bahwa persepsi masyarakat pengguna air PAM mayoritas memberikan penilaian baik terhadap kinerja PAM, harga/tarif air yang terjangkau, dan kualitas air yang cukup baik. Mayoritas pengguna air tanah memberikan penilaian baik terhadap kinerja dan kualitas air tanah. Terdapat tiga faktor yang memengaruhi pengeluaran permintaan air yaitu pendapatan keluarga, jumlah anggota keluarga dan pengguna air PAM/pengguna air tanah. Pengeluaran rumah tangga terhadap permintaan air telah memenuhi prinsip keterjangkauan yang tidak melebihi empat persen dari total pendapatan.

PAM UPT Clean Water Network has provided clean water in Boangmanalu Village, but not all people can access the PAM air so that some households still rely on water for their daily needs. The aims of this study were: (1) to analyze the public perception of water sources, (2) to analyze the factors that influence households' demand for air, and (3) comparing expenditure on water demand to income between PAM water user households and groundwater users. The results of this study indicate that the perception of the community using PAM water is good on PAM performance, affordable water prices / tariffs, and the air quality is quite good. The majority of groundwater users give a good assessment of the performance and quality of groundwater. There are three factors that influence air demand, namely family income, number of family members and PAM water users/ground water users. Household expenditure on air demand has met the principle of affordability which does not exceed four percent of total income.
