      Analisis Keselarasan Tata Ruang, Ruang Terbuka Hijau, dan Keberlanjutan Lingkungan Kota Jakarta Barat

      Abstract
      Kota Jakarta Barat adalah kota dengan kepadatan penduduk terbesar kedua di Provinsi DKI Jakarta sebesar 19.592 jiwa per km². Pembangunan yang meningkat akibat tingginya peningkatan penduduk menyebabkan kebutuhan lahan semakin besar dan mendorong terjadinya konversi lahan. Konversi lahan yang intensif menyebabkan kemungkinan ketidakselarasan tutupan/penggunaan lahan eksisting dengan rencana pola ruang Rencana Detail Tata Ruang (RDTR). Keterbatasan lahan di kawasan perkotaan menyebabkan terjadinya perubahan tutupan/penggunaan lahan termasuk semakin berkurangnya ruang terbuka hijau (RTH). Kondisi RTH berkaitan terhadap keberlanjutan lingkungan suatu wilayah. Keberlanjutan lingkungan diketahui melalui indeks penilaian kualitas lingkungan untuk melihat keberlanjutan lingkungan pada skala lokal yaitu menggunakan Local Environmental Sustainability Index (LESI). Penelitian ini bertujuan untuk menganalisis keselarasan tutupan/penggunaan lahan dengan pola ruang RDTR Kota Jakarta Barat, mengetahui kecukupan luas RTH berdasarkan luas wilayah dan jumlah penduduk Kota Jakarta Barat, menganalisis keberlanjutan lingkungan Kota Jakarta Barat, dan menganalisis keterkaitan RTH dengan keberlanjutan lingkungan Kota Jakarta Barat. Hasil penelitian menunjukkan tutupan/penggunaan lahan terluas di Kota Jakarta Barat yaitu perumahan seluas 5485.53 ha. Secara keseluruhan tutupan/penggunaan lahan eksisting sudah selaras dengan rencana pola ruang RDTR yaitu seluas 9.067,56 ha (83.21%) sedangkan tidak selaras seluas 1.829,91 ha (16.79%). Berdasarkan ketentuan Undang-undang No.26 Tahun 2007 luas RTH publik dan privat eksisting masih kurang berdasarkan luas wilayah sebesar 823,87 ha (6.36%) dan 745,01 ha (5.75%). Berdasarkan standar kebutuhan RTH jumlah penduduk luas RTH publik dan privat masih kurang sebesar 2.758 ha. Keberlanjutan lingkungan yang direpresentasikan oleh nilai LESI didominasi oleh nilai LESI rendah sebanyak 32. RTH berkorelasi positif terhadap nilai LESI. Semakin tinggi luasan RTH, maka semakin tinggi nilai LESI suatu wilayah.
       
      West Jakarta City is a city with the second largest population density in DKI Jakarta Province (19,592 people per km²). Increased physical development due to the highdens population and activities cause land conversion. Intensive land conversion causes the possibility of misalignment of the existing land use with the Local Detailed Spatial Plan (RDTR). Limited land in urban areas causes land use changes and decrease green open space (RTH). The condition of green open space affects the environmental sustainability of an urban area. Environmental sustainability at the local level can be measured through Local Environmental Sustainability Index (LESI). This study aims to analyze the conformity of actual land use with the West Jakarta City spatial pattern plan (RDTR), to determine the adequacy of the green open space based on the area and population of West Jakarta City, to analyze environmental sustainability of West Jakarta City, and to analyze the relationship between green open space and environmental sustainability of West Jakarta City. The results showed that the largest land cover of West Jakarta city was housing with an area of 5485.53 ha. Overall, the existing land cover that is in line with the spatial pattern plan of the RDTR is 9,067.56 ha (83.21%) while it is not aligned with spatial plan of 1,829.91 ha (16.79%). Considering the Spatial Planning Law No.26 of 2007, existing public and private green open spaces, which are 823.87 ha (6.36%) and 745.01 ha (5.75%) respectively, are still insufficient. Based on the standard, the need for green open space based on the total population of public and private green open space is still lacking at 2,758 ha. Environmental sustainability which is represented by the LESI value is dominated by a low LESI value of 32. Green open space area has a positive correlation with the LESI value. The higher the area of green open space, the higher the LESI value of an area.
