dc.description.abstractPembangunan manusia yang berkualitas dapat tercapai melalui pemenuhan aspek pelayanan dasar masyarakat, salah satunya yaitu pendidikan. Penelitian ini bertujuan untuk menganalisis pembagian kewenangan dan koordinasi bidang pendidikan, serta pengaruh anggaran pendidikan dan faktor lainnya terhadap IPM di Provinsi Jawa Barat. Pembagian kewenangan dan koordinasi bidang pendidikan dianalisis secara kualitatif deskriptif dengan interview kepada KCD Pendidikan Wilayah II Jawa Barat, sedangkan pengaruh anggaran pendidikan dan faktor lainnya terhadap IPM dianalisis dengan metode data panel statis. Hasil penelitian menunjukkan DAK dan PAD meningkatkan belanja pendidikan, namun ketika DAK pendidikan diuraikan maka pengaruh yang lebih dominan terhadap peningkatan belanja pendidikan yaitu DAK non fisik pendidikan. Belanja pendidikan, RLS dan AHH meningkatkan indeks pendidikan, namun pengaruh belanja pendidikan terhadap indeks pendidikan pada kabupaten lebih rendah dibandingkan kota di Provinsi Jawa Barat. Indeks pendidikan, indeks harapan hidup dan indeks pengeluaran meningkatkan IPM, sedangkan jumlah penduduk miskin akan menurunkan IPM. Penerimaan daerah yang paling berpengaruh terhadap peningkatan IPM yaitu DAK non fisik pendidikan. Berdasarkan hasil penelitian, perlu perhatian pada pemerataan pendidikan terutama akses pendidikan yang layak di daerah-daerah terpencil, sehingga daya serap sistem pendidikan terhadap penduduk usia sekolah dapat merata di berbagai wilayah.id
dc.description.abstractQuality human development can be achieved through the fulfillment of aspects of basic public services, one of which is education. This study aims to analyze the distribution of authority and coordination in the education sector, as well as the influence of the education budget and other factors on the HDI in West Java Province. The division of authority and coordination in the field of education were analyzed qualitatively descriptively by interviewing KCD Education Region II West Java, while the influence of the education budget and other factors on HDI was analyzed using the static panel data method. The results showed that DAK and PAD increased education spending, but when the DAK for education was described, the more dominant influence on the increase in education spending was DAK for non-physical education. Education spending, RLS and AHH increase the education index, but the effect of education spending on the education index in districts is lower than in cities in West Java Province. The education index, life expectancy index and expenditure index increase the HDI, while the number of poor people will reduce the HDI. Regional revenues that have the most influence on increasing HDI are DAK for non-physical education. Based on the results of the study, it is necessary to pay attention to the distribution of education, especially access to proper education in remote areas, so that the absorption of the education system for the school-age population can be evenly distributed in various regions.id
