      Dampak Kebijakan Upah Minimum Provinsi terhadap Kemiskinan di Pulau Jawa (Periode Tahun 2010-2018)

      Abstract
      Tingkat kemiskinan di Pulau Jawa masih saja tinggi dan belum merepresentasikan kesejahteraan di seluruh provinsi. Tetapi keadaan kemiskinan yang terjadi terus menunjukan tingkat penurunan. Penerapan kebijakan upah minimum merupakan salah satu jalan yang diambil pemerintah dalam menekan kemiskinan melalui bidang ketenaga kerjaan. Namun, efektivitas penerapan kebijakan upah minimum provinsi sebagai suatu kebijakan yang dirancang untuk melindungi kondisi ekonomi masih diperdebatkan. Penelitian ini bermaksud untuk mengetahui dampak dari penerapan kebijakan Upah Minimum Provinsi terhadap tingkat kemiskinan di Pulau Jawa periode tahun 2010-2018. Data yang digunakan adalah data enam Provinsi di Pulau Jawa. Metode yang digunakan dalam penelitian ini adalah analisis regresi data panel dan Fixed Effect Model (FEM). Hasil analisis regresi menunjukan bahwa varibel Upah Minimum Provinsi (UMP) berdampak signifikan pada kemiskinan sedangkan variabel Produk Domestik Regional Bruto (PDRB) berpengaruh signifikan negatif terhadap tingkat kemiskinan di Pulau Jawa selama periode penelitian.
       
      The poverty rate in Java is still high and does not represent welfare in all provinces. However, the state of poverty that occurs continues to show a decreasing rate. The implementation of the minimum wage policy is one of the ways the government takes to reduce poverty through the labor sector. However, the effectiveness of implementing the provincial minimum wage policy as a policy designed to protect economic conditions is still being debated. This study intends to determine the impact of the implementation of the Provincial Minimum Wage policy on poverty levels in Java for the period 2010-2018. The data used is data from six provinces in Java Island. The method used in this research is panel data regression analysis and Fixed Effect Model (FEM). The results of the regression analysis show that the Provincial Minimum Wage (UMP) variable has a significant impact on poverty while the Gross Regional Domestic Product (GRDP) variable has a significant negative effect on the poverty level in Java during the study period.
