| Abstract: | Peningkatan populasi dan urbanisasi di Kota Samarinda mendorong
meningkatnya permintaan daging sapi, namun populasi ternak lokal belum
mencukupi kebutuhan tersebut. Peningkatan laju pertumbuhan penduduk dan
kesadaran masyarakat terhadap pentingnya konsumsi protein hewani akan
mempengaruhi ketersediaan daging. Penelitian ini bertujuan menganalisis pengaruh
dan kepentingan stakeholder dalam rantai pasok peternakan sapi potong dari hulu
ke hilir, mengidentifikasi potensi masing-masing stakeholder, serta merumuskan
strategi peningkatan peran mereka agar dapat berkontribusi lebih optimal dalam
pemenuhan kebutuhan daging sapi.
Penelitian ini menggunakan pendekatan kuantitatif dengan metode survei,
observasi lapangan, wawancara, serta analisis data menggunakan teknik
Stakeholder analysis dan Strengths, Opportunities, Aspirations, Results analysis.
Penelitian dilaksanakan di Samarinda dari bulan Agustus hingga Oktober 2024,
dengan melibatkan 49 responden dari lima kelompok utama, yakni peternak, rumah
pemotongan hewan, pemerintah, pedagang, dan konsumen Responden dipilih
melalui teknik Snowball sampling. Pengumpulan data menggunakan kuesioner dan
wawancara langsung, serta didukung dengan dokumentasi lapangan. Analisis
stakeholder digunakan untuk memetakan pengaruh dan kepentingan tiap aktor,
sedangkan analisis SOAR digunakan untuk menyusun strategi berbasis kekuatan,
peluang, aspirasi, dan hasil yang ingin dicapai.
Hasil penelitian menunjukkan bahwa analisis pengaruh dan kepentingan dari
masing-masing stakeholder peternakan hulu ke hilir di Kota Samarinda
menghasilkan 2 posisi pada analisis stakeholder, yaitu stakeholder dengan
kalsifikasi key player yang ditempati oleh peternak dan pedagang daging.
Klasifikasi berikutnya adalah Crowd yang ditempati oleh konsumen, pemerintah
dan RPH. Pemanfaatan potensi stakeholder peternakan untuk menyuplai kebutuhan
daging sapi di Kota Samarinda telah dilakukan mulai dari peternak yang terus
berupaya meningkatkan kualitas dan kuantitas hasil produksi, rumah pemotongan
hewan memberikan jaminan bahwa proses pemotongan telah sesuai dengan standar
higienis dan hala untuk mendukung kepercayaan konsumen. Pemerintah telah
menyediakan regulasi, fasilitas, dan progres pendampingan guna meningkatkan
daya saing sektor peternakan. Kemudian pasar juga telah menyerap hasil ternak
serta menjadi penghubung antara produsen dan konsumen. Selanjutnya konsumen
mendorong keberlanjutan sektor peternakan melalui preferensi terhadap produk
lokal yang aman dan berkualitas. Penelitian ini merumuskan lima strategi utama:
(1) Penetapan kebijakan pembatasan kuota ternak dari luar daerah secara berkala
(2) Penguatan kapasitas dan motivasi masyarakat dalam beternak (3) Peningkatan
produktivitas melalui modernisasi fasilitas produksi (4) Optimalisasi potensi sektor
peternakan di Kota Samarinda (5) Kolaborasi semua elemen stakeholder. The increasing population and urbanization in Samarinda City have led to a growing demand for beef, while the local livestock population has not yet met this need. The rising population growth rate and the growing public awareness of the importance of animal protein consumption are expected to affect the availability of beef. This study aims to analyze the influence and interest of stakeholders within the beef cattle supply chain from upstream to downstream, to identify the potential of each stakeholder, and to formulate strategies for enhancing their roles to better contribute to meeting local beef demand. This research employs a quantitative approach using surveys, field observations, interviews, and data analysis techniques involving Stakeholder Analysis and SOAR (Strengths, Opportunities, Aspirations, Results) Analysis. The study was conducted in Samarinda from August to October 2024, involving 49 respondents from five main stakeholder groups: farmers, slaughterhouses, government, traders, and consumers. Respondents were selected using the snowball sampling technique. Data were collected through questionnaires and direct interviews, supported by documentation. The stakeholder analysis was used to map the level of influence and interest of each actor, while the SOAR analysis was applied to develop strategies based on strengths, opportunities, aspirations, and desired outcomes. The findings indicate two key classifications in the stakeholder analysis. Farmers and meat traders are categorized as key players due to their high influence and interest, while consumers, government agencies, and slaughterhouses fall into the crowd category, reflecting their relatively lower direct influence. The utilization of stakeholder potential in supplying beef in Samarinda has already been underway: farmers continue to improve the quality and quantity of their production; slaughterhouses ensure that meat processing complies with hygienic and halal standards to gain consumer trust; the government has provided regulations, infrastructure, and support programs to increase competitiveness in the livestock sector; markets serve as intermediaries between producers and consumers; and consumers support the sustainability of the livestock sector through their preference for safe, local, high-quality products. This study proposes five main strategies: (1) Periodic implementation of policies to limit livestock import form autside the region, (2) Strengthening community capacity and mativation in livestock farming, (3) Increasing productivity through modernized production facilities, (4) Optimizing the potential of Samarinda’s local livestock (5) Enhancing collaboration among all stakeholder element. |
