dc.description.abstract | Regional spatial planning (RTRW) is a general guidance which is used for landuse establishment of a region for a certain period of time. The establishment is based on the consideration of land physical characteristics, socio-economic, politics and cultures. In fact, in the implementation, the considerations are more on socioeconomic, politics and culture than on land physical characteristics. At some stage this could result in disasters such as landslides and floods. In the years 2002 and 2003 floods occurred in Jakarta and almost 60% of the area was inundated (Direktorat Jendral Penataan Ruang 2003). This occurrences apparently resulted from reductions of water infiltration area especially in the upland of Bogor. Referring to the mentioned problems, this study aim (1) to analyze the consistency of RTRW and to determine the prediction factors influencing inconsistency of RTRW; (2) to analysize land cover changes in 1997–2002; and (3) to identify centers area of land cover changes. Analysis methods being used are: (1) Geographic Information System (GIS) for spatial analysis (maps); (2) Principal Component Analysis (PCA) to identify prediction determining factors of RTRW consistency; (3) Multiple Regression Analysis for analyzing correlation between RTRW inconsistency and determining factors of RTRW consistency; (4) Location Quotient (LQ) to identify center areas of land cover change in Kecamatan. The result shows that up to the year 2002 in the two study areas, both are showing indication of inconsistence of spatial planning, the RTRW has been inconsistence at around 22.05% in Kabupaten Bogor , and 5.76% in Kota Bogor. In term of, land cover changes showing in the time range of five years in the built -up areas an increased up to 30.46% for Kabupaten Bogor and 3.45% for Kota Bogor. | id |
