There are plenty of Indonesian forest areas lied in condition of not govern and neglected so that initially perceived as conflicting area. It is could be happened due to government vagueness to dealing with other stakeholder preferences on appropriate land-use for those resources. One well-known approach to systems design that focuses on explicating different perspectives is Soft Systems Methodology (SSM), which has been used widely and succesfully in many messy problem situations. The main objective of research is to develop understanding on divergence of opinion of stakeholder toward achieving desirable and feasible forest area management plan, by application of SSM. Research was situated on one of neglected management-block within Benakat Research Forest at South Sumatra, namely ―Agroforestry Block‖. The result showed that intervention phase of SSM which driven by reflective facilitation could enhance social learning among contrary actors, so that offered new pathway to the future of Agroforestry Block. But this learning process has not significantly change the attitude of involved participants yet.id
