dc.description.abstractCatfish is one of nine leading commodity in the aquaculture sector, whose production increased annually (KKP 2013). As for some catfish production centers which play an important role in meeting demand for catfish namely West Java, East Java, Central Java, Yogyakarta, North Sumatra, West Sumatra, South Sumatra, Lampung, Riau and Riau Islands West Java occupying the highest position as a major producer of catfish (KKP 2013). Dinas Perikanan Provinsi Jawa Barat (2012) states that the Bogor Regency is the center of production centers which accounted for 27.4% of total production in West Java. The center for integrated aquaculture catfish either seed or in the form of catfish consumption in Sub Ciseeng which is one of the Minapolitan (Dinas Peternakan dan Perikanan Kabupaten Bogor, 2013). Seed production occurring in the Sub Ciseeng which began to decline due to the risks experienced in the seeding sector more than 50% compared to the considerable enlargement of the sector reached 35% so that the seed input certainty for enlargement sector decreased. To overcome this, catfish farming need to be developed properly so that the certainty of guaranteed input for enlargement and the need for consumers catfish consumption can be met. The development of the cultivation of catfish one of which can be done by doing the integration between hatchery and rearing sectors. In the process of business development that has integrated catfish is important to do the analysis of business planning on sustainable Jumbo’s Pokdakan because the catfish farming process is influenced by a variety of things ranging from rising feed prices, changes in output prices, and more. Business planning is based on selection of a combination of the scenarios that generate optimum NPV. There are five scenarios that will be analyzed is the effort that starts from the hatchery broodstock to seed 12 cm (first scenario), hatchery operations were started from seed breeders to 1-2 cm and 12 cm (second scenario), hatchery operations were started from seed 1- 2 cm to 12 cm (third scenario), enlargement efforts started from seed 12 cm (fourth scenario), and business enlargement started from seed 1-2 cm (fifth scenario). Based on these things, the purpose of this study was to analyze the feasibility of nonfinancial views of market aspects, technical aspects, management aspects, social aspects, economic aspects and environmental aspects The second objective analyzes of financial feasibility seen from the investment criteria Net Present Value (NPV), Net B / C, Internal Rate of Return (IRR), and Discounted Payback Period (DPP) on five scenarios and combinations of catfish farming can produce optimum conditions. The third objective is to analyze the sensitivity of African catfish fishing effort and drafted a business development subsequent to the integration of African catfish farming that started from seeding to enlargement. This research uses Test feasibility and Zero-one Integer Linear Programming. Results of the analysis showed hatchery operations has actually been decent, but the effort enlargement is more profitable than hatchery operations. From the non-financial aspects of which consists of social, technical, management, economics and the environment before integrated catfish farming is feasible to run but not optimal. A combination that results in optimum NPV is 200.73 million dollars starting from breeders to produce seed 1-2 cm and 12 cm were then followed up to produce catfish the size of consumption. However, this combination can be replaced by other scenarios when there is a change in output prices, feed costs and the volume of output produced. “Pokdakan” become an important role in designing the concept both in terms of its business activities are divided into sectors seeding is done by 18 people and 10 people due to the enlargement of the sector hatchery sector risk is higher than with enlargement.
