Tugu Utara Village and Tugu Selatan village are part of the upstream Ciliwung watershed that located in Puncak area. Intensive development in the upstream of Ciliwung watershed that are inconsistent with the spatial planning regulation resulted in environmental degradation. This research was conducted with the aims to (1) identify the spatial patterns of Bogor District Spatial Plan 2005-2025, status of forest area, land capability class and actual land use in Tugu Utara Village and Tugu Selatan Village; and (2) analyze the inconsistencies between the actual land use and the ideal criteria of land use allocation. Dominant land use in Tugu Utara village is a tea plantation (area of 36% of the village), while the dominant land use in Tugu Selatan village is a forest (area of 60% of the village). Inconsistency of the actual land use according to the allocation based on Bogor District Spatial Plan 2005-2025 found in protected forest areas with actual land use as a tea plantation with an area of 580 ha.en
