| dc.description.abstract | The Ministry of Forestry carries out licensing service for IUPHHK HTI and HTR. The licensing service that is received by IUPHHK HTI and HTR has a different treatment. This research was aimed at studying the public service mechanism that has been conducted by the government on IUPHHK HTI and HTR, and also studying the existing constraints during the implementation of the policy. Observation on this public service needs to be conducted to evaluate the administration service of IUPHHK HTI and HTR. This research used a qualitative approach. Data were collected by direct interview and from official documents review. Based on the data collected, observation on the policy and policy implementation and analyses has been carried out using the theory of Weber ideal bureaucracy characteristics. The results of the research showed that the organization structure of the Directorate of Bina Usaha Hutan Tanaman was the same. Based on the bureaucracy analysis that has been carried out, the Directorate of Bina Usaha Hutan Tanaman has met the characteristics of Weber bureaucracy. The government has determined the mechanisms of proposing an IUPHHK HTI and HTR license in the Ministry of Forestry Regulation. The licensing process for HTI uses a service standard determined by the Directorate General of BUK, so that the HTI licensing process becomes easier. On the other hand, the licensing process for HTR tends to be difficult, since HTR does not have a service standard. Implementation of licensing policy for HTR faces many constraints, such as complicated licensing, unsatisfactory HTR supporting quality, difficult financial assistance from BLU center for P2H, and lack of the local government’s commitment. | en |
