dc.description.abstractThe Coastal area is a dynamic and strategic area due to its topography, rich of diverse habitats but susceptible from ecology, economic, and sosiocultural effect. Potential utilization of coastal areas in Deli Serdang and Serdang Bedagai Regencies are not optimally managed, since yet exploitative, sectoral and overlapping management. This study aims : (1) to determine the prioritize location of land use development and (2) to know the stakeholders preference for referral program of land use development in coastal areas of Deli Serdang and Serdang Bedagai Regencies. A systematic approach for this land use development in coastal areas by integrating Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS) a based Multi Criteria Decision Making (MCDM) technique, Analitical Hierarchy Process (AHP), and Geographic Information System (GIS) analysis. Criterias used for this determination are land suitability, Location Quotient (LQ), hierarchy region, and evade conservation areas. The results showed that the land use in coastal area of Deli Serdang and Serdang Bedagai Regencies are body of water 1,1%, secondary mangrove forest 2,4%, building area 11,8%, plantation 29,4%, dry land agriculture 18,1%, paddy fields 24,9%, embankment 8,1%, open land 0,4%. The prioritize locations of land use planning in Deli Serdang Regency are (1) First priority is located in Hamparan Perak with 560 ha of embankment and Percut Sei Tuan with 980 ha of embankment, (2) Second priority is located in Hamparan Perak with 10.720 ha of plantation and Labuhan Deli with 2.050 ha of paddy field, (3) Third priority is located in Pantai Labu with 1.130 ha of dry land agriculture. And the prioritize locations of land use planning in Serdang Bedagai Regency are (1) First priority is located in Pantai Cermin 2.650 ha of paddy field and Teluk Mengkudu with 1.450 ha of paddy field, (2) Second priority is located in Perbaungan with 4.640 ha of paddy field, (3) Third priority is located in Perbaungan with 3.480 ha of plantation. (4) Fourth priority is located in Bandar Khalipah with 970 ha of dry land agriculture and 3.290 ha of paddy field, (5) Fifth priority is located in Tanjung Beringin with 2.640 ha of paddy field. According to stakeholders preference, economic aspects by increasing the income of society to be the priority of referral programs for land use development.en
