Rice is one of the important staple foods in Indonesia. Rice also has a strategic role in it affects on national stability. Moreover, rice is the most “politicized” commodity in many countries in the world, including Indonesia. The dominance of rice as a staple food of Indonesia can be indicated by the high consumption of rice every year. Lack of rice supplies and not sufficient of rice will cause unstable conditions for a country. This situation is influenced by rice stock management. The information of rice stock is very important to know the situation of food security in the country. The importance of rice stock was evident from the number of events in the emergency, natural disaster (natural) or man-made disaster (social conflict). Social conflict in Indonesia has long been underway, but more prominent since 1998 due to the economic crisis which is then triggered by the political transition. Therefore, the national rice stock has become important to address several of possibility caused by natural disasters, social conflicts and also maintain price stability. Indonesia is an archipelago country, a basic infrastructure especially transportation is unstructured, coupled with the low income of the community, so stock for emergency situation to be important and need to be controlled and managed with good management stock. Rice is not only the most important staple food in Japan, but it also the main source of livelihood farmers and agricultural households. Japan is a country that has been established manages rice stocks. Japan has succeeded in maintaining the stability of rice stock each year. Production and consumption in the country is also balanced. There are indications that the pattern of stock management which has been applied since the '60s has been successful in maintaining the stabilization of rice in the country. Japan's success in terms of rice reserves can serve as guidelines for the Indonesian government. Therefore, Japan as a benchmark in this study. This study has three main objectives that include the following: (1) to describe the condition of rice stock management in Indonesia and Japan, (2) to analyze the role of The National Food Logistic Agency (BULOG) in Indonesian rice stock management, and (3) to redesign national rice stock management model that can be applied to conditions in Indonesian rice with Japan as a benchmark. This study uses benchmark analysis. The major findings are: (1) national rice stock is not ideal, (2) BULOG was instrumental in the success of the national rice stock management, (3) Stock information system can be applied to redesign of national rice stock management. According with the purpose of research in which Japan as benchmark can be summed up as Japan has excellent stock management which ensures the stability of the rice stock and rice distribution, there are: (1) strong support intervention (although it tends to decrease) for the farmer's income, (2) support and application management and information technology consistent and disciplined. As the result of the benchmark, it is important to create the formula of the redesign the management model of the national rice stock to ensure Indonesia will be success in rice stock management. Moreover, redesign of the Indonesian rice stock management is recommended to add and apply information technology systems of management stock into the previous pattern. The recommendation of applying information system is expected to improve stock management patterns that have been implemented also can be the basis for predicting the future needs of the domestic rice stocks.
