      Abstract
      Fishing activity is strongly influenced by the condition and the presence of fishery resources. Therefore the dynamics that occur in coastal and marine areas, either as a result of human activities and natural environmental changes, will also result in changes in the ability of ecosystems to provide environmental services. The fishing activities in Cilacap District is dominated by fishermen who use traditional fleet that we know as small scale fisheries. Sosial-ecological system approach is used to analyses the resilience of small-scale fisheries. The existence of small-scale fisheries shows the dominance of poverty in fishing as a result of the low level of income that they have. The low income of traditional fishermen as one rural sub-system of coastal communities, because the technology of sea fishing in general is low or still use traditional tools. As a result, traditional fishermen have little economic support to meet their needs. Small-scale fishermen generally have low resilience. The resilience of small-scale fishing in Cilacap greatly influenced by several factors, such as weather conditions, availability of fish resources due to the high intensity of use, the prices of production factors, transaction costs and social capital assets. To increase the resilience of small-scale fisheries, the control of fishing effort is expected to continue to rise needs to be done to anticipate the damage is more severe fishery resources that will ultimately threaten the sustainability of the fishery itself.Strategic management of small scale fisheries in Cilacap District to maintain sustainability and resilience increased fishing can be done through an spatial and temporal integrated management approach. This approach tries to anticipate the level of uncertainty of income through the management dimension of time between a bad season and harvest fish, as well as site-based management regarding access to resources and marketing.
