Analisis Stakeholder dalam Pengelolaan Wisata Alam di Kabupaten Brebes Provinsi Jawa Tengah

Abstract

Brebes Regency is one of areas in Central Java Province that has natural tourism areas which are very interesting and are supported by its strategic location. It makes Brebes Regency as a potential area for tourism destination. The development of nature tourism takes an active role of stakeholders. This research was aimed to formulate mechanism of stakeholder’s relationship between stakeholders in the management of nature tourism at Brebes Regency. This research was done in Brebes Regency at June-August 2012. It was used determination of informant technique using purposive sampling. Data retrieval was done by the key informant interviews, observations and literature studies. Determination of key informant technique used snowball. The Data captured were identity, influence and interests of stakeholders, basic tasks and functions (Tupoksi) and institutional rules, related policies and the needs of stakeholders are needed in the management of nature tourism. The research analysis was done by stakeholder analysis, contents analysis and descriptive analysis. The result showed that there were 10 stakeholders involved in the management of nature tourism at Brebes Regency. Stakeholder analysis had classified the stakeholders which involved into key player, subject, context setter and crowd quadrants. Stakeholders which fell into key player quadrant were Sports, Youth, Culture and Tourism Agency (Disparbudpora) of Brebes Regency and PT Perkebunan Nusantara IX of Kaligua Garden. Stakeholders which fell into subject quadrant were Tourism Conscious Group (Pokdarwis) Pandansari, Coastal Traders Association (PPP) Sida Mulya and Youth Work Association (PPK) Randusanga Kulon. Stakeholders which fell into context setter quadrant were Regional Development Planning Board (Bappeda) of Brebes Regency. Stakeholders which fell into crowd quadrant were Center of Water Resource Management (BPSDA) Pemali-Comal, Pokdarwis Malahayu, Pandansari and Randusanga Kulon villages, and peoples. Disparbudpora of Brebes Regency was the central actor of stakeholder’s relationship happened in the management of nature tourism at Brebes Regency. Mechanism of stakeholder’s relationship based on Tupoksi and institutional rules namely relationships of coordination, communication and cooperation. The formulation mechanism of stakeholder’s relationship can be done by making a working program together. The creation of this program is driven by Disparbupora of Brebes Regency based on result of the stakeholder analysis needs. The work program will synchronize with Tupoksi and institutional rules. The next step is planning, organizing, action, controlling and evaluation.
