The limitation of operation equipments, the availability of operating room and surgeon as well as the duration of time available for an operating room use, have complicated hospital management in making decision to schedule surgical operation. Each surgeon in a hospital has a target of operating time set by the hospital. Schedule should consider the available surgeon and the targeted operating time. This paper presented a model of integer programming which use the availability of operating room to time at a hospital by minimizing the total underallocation of operating room time for each surgeon, relative toward the targeted time of each surgeon, considering the limitation and availability of surgeon, equipments, and operating room. The result of this research is a surgical operation schedule with an optimum surgeon’s targeted operating time. In this case, the hospital could evaluate that the facilities owned by the hospital, such as equipment operations, operating room, and surgeon, was already sufficient
