dc.description.abstract | The degradation of mangrove-protection forest in RPH Cibuaya is caused by forest utilization which gives more priority to economic value and land conversion. This kind of utilization changes the mangrove forest from natural usage into cultivation (fishpond) usage with embankment ditch system. The effort on rehabilitation is done in order to return the function of area into protection forest again. The successfulness level in KPH Cikiong is very low due to ineffective rehabilitation program and local people’s activity which disposed disturbing the forest. The aim of this research is to explain the effort on mangrove-protection rehabilitation, which observed from the large of land covering by mangrove vegetation and determining the best fishpond rent-fee. The best fishpond rent-fee determination is based on the function value of protection forest and people’s willingness to pay. The measurement of land cover was done using line intercept technique while the determination of fishpond rent-fee could be arranged from interview using Valuation Contingent Method with bargaining approach. The willingness to pay and willingness to accept were analyzed using regression statistic method. The result of land covers measurement in class I, II and III shows that between real lands cover on field is suitable to the reported land cover in contract. The percentage of comparison between real land cover and reported land cover is 100%. This percentage shows there is no side suffered both local people and Perhutani. The result of land cover measurement in class IV is less suitable to land cover reported in contract. The percentage is 83,3%. The real lands cover on the field is wider (16,7%) than in the contract. It means the local people are suffered. There is 0% of land cover in some part of class IV. The zero land cover shows that mangrove ecosystem is in degradation and unsuccessfulness of rehabilitation. The fishpond rent-fee based on the function value of protection forest and people’s willingness to pay is higher than the rent-fee that had been determined in contract. The best rent-fee of fishpond for class I is Rp 100.170,-/ha, class II is about Rp 118.930,36/ha – Rp 137.151,64/ha, class III is about Rp 136.973,62/ha – Rp 137.151,38/ha and for class IV is about Rp 188.190,66/ha – Rp 189.095,22/ha.
