dc.description.abstractClimate change triggered by human activities that produce gases which having a greenhouse effect (Greenhouse Gas/GHG) if it accumulates in the atmosphere, thereby increasing the temperature of the earth's surface and usually called Global Warming. The rate of Indonesian forest destruction caused by deforestation and forest degradation contribute greatly to climate change and global warming. Development of Community Forest could be potential in carbon sequestration and then enter in Carbon Trading Scheme. Initiative to get the incentives for the management of Community Forests through carbon trading in the voluntary carbon market is a concrete step to participate in the adaptation and mitigation of climate change and gain maximum benefit from the ecosystem of the forest resources. So that, it is important to follow up the eligibility analysis of Community Forest in Indonesia to enter into carbon trading. Research conducted at the Community Forest Kampung Calobak, Tamansari Village, Tamansai District, Bogor Regency, Province of West Java during April-May 2010. This study uses content analysis and primary data taken consisted of community forest management conditions, written documents or conventions that can meet the certification scheme of forest resources in a field that requires The Certification Under Third Party Assessment Line C Scheme II PHBML-LEI and Plan Vivo Standards. Secondary data is physical condition, demographic and socio-economic community. The data collection will be done through a search of documents and other printed information resources as well as in-depth interviews as a form of direct communication between researcher and respondent, is also used to obtain primary data. Eligibility of forest certification scheme of kampung calobak to The Certification Under Third Party Assessment Line C Scheme II PHBML-LEI is GOOD Value > 25% x n = 25% x 32 = 8 indicators and FAIR > 50% x n = 50% x 32 = 16 indicators. Thus, based on guidelines LEI certification decision, the community forest management Calobak get the title of "DO NOT PASS". The cause of the lack of graduates, among others: (1) There is no valid data and information concerning any statement or agreement forest management group, (2) Currently there are no documents or information on Areal maps, conditions or profile in the management of human resources, (3) Lack of public knowledge about sustainable forest management, (4) The public and the Government has not understood about forest certification (benefits, importance, etc.). The assessment results of community forest in Calobak under the Plan Vivo Standards only able to meet the four indicators of the 37 indicators or data that should be available. The causes of the gap include: (1) The Local government and the public cannot find out information about carbon trading that can provide a direct incentive, (2) Local and regional market demand was still high. Thus, the factors that can inhibit the certification and carbon trade in community forest are: (a) Forest farmers lack knowledge about carbon trading and certification PHBML, (b) Constrained in the financing, (c) Management and institutional aspects that have not been steady. Meanwhile, factors which can stimulate interest in and signed in to perform certification and carbon trading are: (a) Obtain an incentive, (b) Preservation of forests, and (c) Adding the experience and knowledge, (d) Gaining public recognition and awards, (e) Following the government policy. Based on inhibiting factors and drivers of the above, then the strategy is formulated so that people can enter the forest carbon trading markets, among others: (1) Increasing knowledge through intensive socialization and comparative studies, (2) Cooperation with other parties, especially those who become certification requirements as well as Plan Vivo and PHBML Standard, (3) Assistance to install management tools towards preparing to enter the voluntary carbon market. Factual conditions of Calobak Community Forest managed by Farmers Group Mekarsari not meet the requirements or criteria contained in The Certification Under Third Party Assessment Line C Scheme II PHBML-LEI and Plan Vivo Standards to enter the international carbon market. So that it can be stated that the Calobak Community Forest, Tamansari Village, Taman Sari district, Bogor Regency, West Java have not or are not eligible to become a voluntary carbon units to enter the voluntary carbon market.en
