The communication behaviors of members of the house of representatives commission IV of the republic of indonesia in hearings with the ministry of agriculture in 2010

Abstract

A hearing (RDP) is a means of communication between the House of Representatives of the Republic of Indonesia (DPR-RI) with the government. Through RDP, the House members can deliver the aspirations of the people and influence the government to prepare a development program tailored to the interests of the people, especially in the fields of agriculture, fisheries, marine, forestry, and food, which Commission IV actually deals with. So far, the communication behaviors of the House members with the government in RDP not much has been known. Therefore, this research attempted to focus its study on the communication behaviors of the members of the House of Representatives Commission IV of the Republic of Indonesia in hearings with the Ministry of Agriculture in 2010. The research objectives were to describe the interest content of messages and the methods of communication presentation of the members of the House of Representatives Commission IV in RDP. The study used a content analysis method. The research materials were the minutes of RDP in 2010 by carrying out a census. There were two major research variables, namely communication behaviors and characteristics. Communication variables were operationalized into dimensions of message content and delivery method. Characteristic variables were limited to gender, age, religion, educational level, job type of initial employment and term of office period. The analysis units of the study were separately defined in statements. Prior to the study, a reliability test was conducted. The data processing used descriptive statistics and correlation test of Kendall's tau -b. The research results showed that in terms of gender the members of the House of Representatives Commission IV were dominated by males with a dominant age group of 41-60 years. Undergraduate education (Strata 1) was the educational background of most of the House members. The initial occupation of most of the House members was an entrepreneur. Most members of the Commission IV have one period of office term. The types of RDP information were dominantly related to the government. The message interest content was more people-oriented interest. The messages conveyed mostly discussed problem substances and problem-solving orientations. In the meantime, the types of reasons were mostly about symptoms accompanied by narrative evidence. The method of presenting communication mostly used clear sentences which were less critical and assertive. The characteristics were not related to the content of messages and ways to present communication.
