Nowadays, GSM network Infrastructure has reach the 3G or UMTS (Universal Mobile Telecommunications System) and 3.5G or HSDPA (High-Speed Downlink Packet Access), allowing the end-user streams multimedia content. The availability of network infrastructure and support does not mean that multimedia streaming is free from problem. Its main limitation is the instability of wireless network which resulted in quality degradation of the multimedia streaming. To address these problems, many of the multimedia video are made with low resolution, low frame-rate and low bit rate. This study used the latest H.264/AVC video encoding which makes multimedia streaming service possible to be performed without reducing the quality of the video. Even with the low video specification, the end-users still receive a good video display and good Quality of Service (QoS) in video streaming. There are two test case in this research which represent 2 (two) conditions of the video streaming users. The first test case simulates a situation where the user is sitting still at classroom and the second test case simulates a situation where the user walks around the campus during lunchtime. Based on the analysis of 3 (three) different criteria of QoS in video streaming, that is packet loss, delay and jitter, it was found that the performance of video streaming over the mobile internet is not only influenced by the video specification, but also the condition of the surrounding environment of the end-user. For end-users who were in classroom it is recommended to use low specification video as 320x240 pixel video resolution, frame-rate of 5 fps, and with 24, 56, or 105 kbps of bit-rate. Meanwhile, end-users who were on the outside of the class can access the video with high specifications such as video with 480x360 pixel resolution, 15 fps frame-rate, and 24, 56, or 105 kbps of bit-rate.en
