The current traffic ticket system is still developed on the desktop platform. This desktop application could not provide the real time information needed by the traffic officer to confirm the history data of the traffic offender. Therefore the improvement of the current traffic ticket system is required especially for providing communication protocol between server side and client side in order to ensure the secure information. This research aims to develop a secure traffic ticket system by implementing RSA and AES algorithm. The main focus of this research is to develop the security protocol for the client side application using RSA and AES algorithm. The RSA algorithm is employed to distribute AES key between server and client. Moreover, the AES algorithm is used to encrypt the traffic offense information distributed from server to client or from client to server. The results of the security analysis conducted in this research show that the security performance of the new traffic ticket system can be improved in term of confidentiality, data integrity, authentication, and non-repudiation. However, the execution time of the new system is slightly increase (0.4 second) compared to the basic traffic ticket system which is developed without providing the security protocol.
