Private Forest Development Strategy in Kecamatan Logas Tanah Darat, Kabupaten Kuantan Singingi, Riau Province.

Abstract

Private forest is a planted forest or natural forest that located on the formal documented of private land. Based on the formal regulation, the development of private land accommodates forestry species both from planted stands and natural stands. The development of private land in Kuantang Singingi is less than provided land due to the other uses such as agriculture. However, the performance of the development of private forest in Kecamatan Logas Tanah Darat still can be improved through the implementation of strategic private forest development. The aim of the research is to identify the constrains and barriers of the implementation of private forest development in Kabupaten Kuantan Singingi, identify the strengths, weaknesses, opportunities, and threats of its development and formulate the most relevant strategies and aspects of sustainability in the development of private forest in Riau Province. Based on the result of the research, it is identified: internal strategic factors, external strategic factors, the alternatives of private forest development strategies, and the two alternatives of main development strategies. Internal strategic factors identified are as follows: 1. The strength factors are the provided land for private forest, land suitability, local market for private land products, effective land protection, and local species cultivated traditionally; 2. The weakness factors are the less status of land ownership, the less assistances and roles of local government, financial limitation, relatively long of plant rotation (5-7) years, and the limited skills of silviculture system. While, the external strategic factors consisted of opportunities and threats are recognized as: 2. Opportunity factors are the high of wood demand, the central government policy over private forest development, subjective preference toward wood product, the existence of formal regulation and local authority related to private forest development; 2. The threat factors are the conflicting of land ownership and uses, the less support of local authorities, no or less assistance from local authorities, the limited marketing (monopoly), and manipulative cooperation. Based on analyzing of SWOT Matrix, it is founded eight alternatives of private forest strategic developments in Kabupaten Kuantan Singingi as follow: a. The inventarisation of private forest distribution; b. The inventarization and proposed species collection of private forest species; c. The crash program of the improvement of private forest land status; d. The application of the modified silviculture system (economical sustainability); e. The supports and assistance from local authority; f. The regulation of the cooperation pattern over private forest development; g. The diversification of private forest products; h. The provision of financial scheme of private forest development. The two main alternative strategies have determined that of the provision of financial scheme of private forest development and the crash program of the improvement of private forest land status.

Hutan rakyat merupakan hutan tanaman dan atau hutan alam yang berada di atas lahan milik Masyarakat yang ditandai oleh hak atas tanah berupa alas titel/hak. Pada awalnya terminologi hutan rakyat dikenal melalui program penanaman tanaman hutan yang dicanangkan oleh pemerintah melalui program seperti Gerakan Nasional Rehabilitasi Lahan (GNRHL), penghijauan, penanamanblahan kritis dan lain-lain. Namun berdasarkan ketentuan yang ada hutan rakyat mengacu pada hutan hak yang mengakomodir jenis tegakan pada hutan hak yang berupa baik tegakan tanaman (hasil budidaya) dan ataupun tegakan alam (tumbuh secara alami).
