dc.description.abstractPelaksanaan otonomi daerah, melalui proses pemekaran wilayah pada dasarnya merupakan upaya untuk memperkuat hubungan antara pemerintah daerah dan masyarakat lokal dalam rangka pertumbuhan kehidupan demokrasi. Tujuan ini akan dicapai ketika tiga hal penting dalam mendorong pemekaran wilayah turut dipertimbangkan. Realitas menunjukkan bahwa pemekaran wilayah sejauh ini lebih mengedepankan pertimbangan politik daripada aspirasi masyarakat. Kondisi ini pada akhirnya mendorong penolakan warga, bahkan pemekaran/penggabungan wilayah juga seringkali menyebabkan konflik sosial, karena terjadinya perebutan wilayah.en
dc.description.abstractThe implementation of regional autonomy, through a process of spatial segregation, in essence is an attempt to strengthen the relationship between local government and local communities within the framework of the growth of democratic life. This goal will be achieved when three conditions of area segregation are fulfilled to support an operational regional segregations areas. The finding shows however that the expansion of areas is driven mainly by political considerations rather than lokal aspiration. Eventually, this condition stimulate rejection of citizens, even cause of social conflict due to the occurrence of seizing territory, as the case of seizing territory the six villages between West Halmahera District and North Halmahera district. This research used Qualitative Descriptive Analysis as approach in which the data obtained through interviews, Focus Group Discussion and Quetionnaire. The study found that seizing territory conflicts of six villages caused an imbalance in administrative management, political life system and democratic, also imbalance in public service. This imbalance occurs because the region of siz villages which is administratively in dispute belongs to administrative region of North Halmahera District. However, government services is provided by governments of West Halmahera District. The main conclusions of this study is that the conflicting territories of six villages became a multifaceted problemtic of local authonomy of these areas, because the process of splitting or merging of six villages into Malifut Sub district North Halmahera District has actually been rejected by residents of six villages but is was not addressed properly by the government of Maluku and further by the North Maluku Provincial Government.
