Study on Policy Implementation in Technical Implementing Units Agricultural Quarantine in Preventing the Spread of Rabies
Abstract
The existence of guidelines or technical instructions in the prevention of the spread of rabies apparently dose not have an impact on reducing the spread and the number of rabies cases yet. This indicates there is a implementation gap between the implementation of the guidelines. This study aim to analyze the implementation of technical guidelines and requirements of quarantine measures against the introduction of traffic-borne animal rabies that is decision letter Head of the Agricultural Quarantine No.344.b/kpts/PD.670.370/L/12/06 in order to prevent the spread of rabies. In addition, this study also revealed the quality of preconditions and analyze the relationship of the preconditions to the implementation guidelines for preventing the spread of rabies. Analysis model used was adopted from the theory of Edward III by considering factors that influence the implementation of the communication, resources, disposition and bureaucratic structure (preconditions) using the survey method. The study found that the quality of the preconditions and implementation guidelines for the prevention of the spread of rabies is generally classified as moderate. There is a significant relationship between aspects of communication and the overall precondition to the implementation guidelines for the prevention of the spread of rabies (p<0.05) with strong and medium correlation level (r=0.644 and r=0.457).
