Development of marine culture-based minapolitan model in Kupang Regency

Abstract

This research was conducted in Kupang regency, East Nusa Tenggara. The main purpose of this study was to develop a minapolitan model of regional development in the Kupang regency - Nusa Tenggara in order to improve the living standards of social and economic life of society. To achieve the main objective, then there are some activities that need to be done as a special purpose, among others: 1) Analyze the potential, level of development, and sustainability for the development of minapolitan in Kupang regency, and 2) Build a sustainable development model of minapolitan area in Kupang regency. The study was conducted in March 2011 to August 2011 is located in Semau subregency, West Kupang sub-regency and Sulamu sub-regency. Data analysis include: (1) Identification of potential areas comprising: spatial analysis (GIS) with Arc GIS Version 9, the land suitability analysis, carrying capacity analysis, financial analysis; (2) Valuing the level of development consisting of the typology analysis, principal component analysis (PCA), cluster analysis, scalogram analysis, centrality analysis, methods comparison of exponential (MPE), analysis hierarchy process (AHP) with criterium decision plus (CDP), structural interpretative modeling analysis (ISM); (3) Sustainability status of the region by using analysis of multidimensional scaling (MDS) called Rap-MINAKU, monte carlo analysis and prospective analysis; and (4) Building a development of marine culture-based minapolitan model with analysis of dynamic systems with powersim constructor version 2.5d. The results suggest that seaweed farming has a profitable business opportunities in the development of minapolitan in Kupang regency that is currently in the category of the strata pre-minapolitan II region seen from the completeness of the facilities owned by each village, there are six villages with a more advanced stage of development, 7 villages with the average development level, and 11 villages with a level of development lags. In a multidimensional in Kupang regency, aquaculture region sustained quite sensitive to 18 attributes that affect the increase sustainable index. The analysis showed each component of the dynamic system show a tendency to form a positive growth curve (positive growth) following an exponential curve. Policy direction in the development of marine culture in Kupang regency is the development of seaweed farming. Strategy should be to establish a production center and its hinterland with complete facilities and infrastructure needed, move the commodity diversification of seaweed processing in domestic industry, increase production of seaweed in minapolitan area through extension to the maximum limit, increasing the capacity of farmers, increase coordination and good partnerships in all relevant stakeholders, and improve the status of sustainability for the development of minapolitan in Kupang regency in the short term, medium term and long-term.
