      Abstract
      Pelagic fish resources are potential enough in Maluku so the development of fisheries in this area is a strategic effort. Based on this consideration, this research was conducted. The objective of the research is to establish a conceptual development of fisheries pelagic model in Maluku waters. The analysis of potential resource showed that exploitation rate and utilization rate a pelagic fishery in Maluku water has not been maximum yet. Analysis based on CCRF evaluation criteria showed that pole and line fishing unit became the main alternative gear for the development of sustainable and environmentally safety fisheries in spite of pole and line, surface gill net, and trawler. Analysis of scoring method based on biology, technic, social and economy showed that pole and line (743.87) got the priority to be developed followed by pole and line (57.83), surface gill net (16.73) and purse seine (10.78). Analysis of AHP displayed that optimum allocation of fishing gear included purse seine (257), beach seine (260), boat lift net (1419), pole and line (1457), troll line (40940) and surface gillnet (30000). Compared to actual allocation, there will be a decrease in purse seine (15), beach seine (175) and boat lift net (240). It was proposed to develop a kite from fiber glass for pole and line fishing boat as long as 2.75 m, with boat dimension of length 15.26, width 3.64, and height 2.672 m. The pole and line used circle-shaped hook No. 1 (No. 1000-1500). The propose pole and line boat dimension was l x b x d = 8.50 x 1.85 x 0.72 m using wood or fiberglass as main material, engine (2 x 15 HP or 1 x 40 HP), carosenne fuel, using compass and lifejacket. The use of styrofoam in modification of pole and line boat deck aimed to produce skipjack loin which was an export commodity. Fishing technology using a kite line pole made method could save exploitation cost. Modification and construction of pole and line boat that was proposed to be developed was 20.7 m long, 3.1 m wide, 2.20 m high, using four units of 40 HP motor boat. Technology design of wings at trawler boat was very helpful in fishing process. Analysis of strategic environment (LINSTRA) on fisheries development in Maluku showed that cooperation between the government, community, and enterpreneur is required for the successfull policy implementation in the region, to support the development of fishing gear in Maluku.
