Pengembangan kawasan sentra produksi dalam meningkatkan perekonomian wilayah kepulauan di Provinsi Maluku

Abstract

Province of Maluku is the lagerst archipelago in Indonesia with the heterogen and large local spesific in the marine sector this region should be able to develop marine/maritim based key sectors. The region which is consisting of the islands requires the ability of service facilities in the centers of development as prime mover to develop the marine based key sectors in this archipelago. The objectives of the research are to: (1) identify the region key sectors on the basis analyze of partial criteria local spesific marine/maritim province of Maluku, (2) analyze the key sectors based on criteria analysis of connectivity in the province of Maluku, (3) analyze of the final demand impact sectors of the economy of the region to other economic sectors and the total output in the province of Maluku, ( 4) analyze the role of development centers based on the ability of the service facilities in the province of Maluku and, (5) analyze to the develop level of the hierarchy of central regional in the province of Maluku as an archipelago.This research the conducted by two approaches, sectoral and regional approach. Sectoral approach studied by the method of Input-Output (I-O) and regional approach studied by the method of scolagram. Input-Output analysis to determine the key sectors, while the ability to analyze scalogram likes sevice facilities in the center development as a prime mover the development of key sectors on spesific local area of islands.The results of analysis showed key sectors in the province of Maluku has not been well developed as yet supported by the ability of the service facilities at the development of production centers area.

Provinsi Maluku merupakan wilayah kepulauan terbesar di Indonesia, dengan local spesific yang sangat besar di sektor bahari maka seharusnya wilayah ini mampu mengembangkan sektor-sektor unggulan berbasis bahari/maritim. Wilayah yang terdiri dari pulau-pulau memerlukan kemampuan penyediaan fasilitas pelayanan di pusat-pusat pengembangan sehingga mampu menggerakkan sektor-sektor ekonomi unggulan wilayah kepulauan yang berbasis bahari/maritim tersebut. Penelitian ini bertujuan untuk: (1) mengidentifikasikan sektor-sektor unggulan berdasarkan kriteria analisis parsial yang berbasis local spesific bahari/maritim di wilayah kepulauan Provinsi Maluku, (2) menganalisis sektorsektor unggulan wilayah berdasarkan kriteria analisis konektivitas di wilayah kepulauan Provinsi Maluku, (3) menganalisis dampak output permintaan akhir sektor-sektor ekonomi wilayah kepulauan terhadap sektor-sektor ekonomi lainnya dan total output Provinsi Maluku, (4) menganalisis peran fungsi pelayanan pusatpusat pengembangan wilayah berdasarkan kemampuan fasilitas pelayanan di wilayah kepulauan Provinsi Maluku dan, (5) menganalisis hirarki tingkat perkembangan pusat-pisat pengembangan wilayah di Provinsi Maluku sebagai wilayah kepulauan. Penelitian ini dilakukan dengan dua pendekatan yaitu pendekatan sektoral dan regional. Pendekatan sektoral dikaji dengan metode Input-Output sedangkan regional menggunakan metode Skalogram. Analisis I-O untuk mengetahui sektor-sektor unggulan wilayah dan Skalogram menganalisis kemampuan penyediaan fasilitas pelayanan di pusat-pusat pengembangan sebagai penggerak utama pengembangan sektor-sektor unggulan berbasis wilayah kepulauan dengan local spesific bahari/maritim. Hasil analisis memperlihatkan sektor unggulan di Provinsi Maluku belum didukung oleh kemampuan penyediaan fasilitas pelayanan di pusat-pusat pengembangan Kawasan Sentra Produksi
