Study on the development of surimi processing industry through utilization of shrimp trawl by-catch

dc.description.abstractFishing business of shrimp trawl in Arafura Sea produces by-catch with average ratios of 1 : 12 between main target catch and by-catch. The main constraints of by-catch utilization is the scattered fishing vessels operated in Arafura Sea with limited space of fish hold which prioritized mainly for shrimp, the lower economic value as well as unavailability of suitable processing technology lead to discarding of the majority of by-catch into the sea. The objectives of this research are to analyze the availability of raw material for developing processing surimi industy; modification of surimi processing technology from mixture of fish species by cut-off surimi production method followed by assessment quality of surimi; to analyze the feasibility of surimi industry; to develop business concept of surimi industry using shrimp trawl by-catch; and to analyze policy of development surimi processing industry in West Papua Province. The research was carried out using survey and laboratory analysis methods. Survey was done in Pulau Moro-Riau on Januari 2007, Pekalongan – Central Java on February 2007 and Sorong – West Papua on March 2007, while laboratory experiment was done in BBPMHP Muara Baru, Jakarta in April and May 2007. The result showed that the availability of by-catch was 318 ton/day or about 399,000 ton/year of which 34.25% or 136,685 ton/year fish species were suitable as raw material for surimi or equivalent to 43,739 ton surimi per year. Result of analysis cut-off technology showed that frozen minced fish could be stored for 5 weeks at temperature -18oC on the vessels which constantly produced good surimi (folding test of A, teeth-cutting test of 7, and gel strength of > 500 g/cm2). Analysis of business feasibility towards A Enterprise which applied semi modern surimi industry in Pulau Moro- Riau and B Enterprise which applied modern surimi industry in Pekalongan – Central Java showed that surimi industry was visible to develop with positive Net Present Value (NPV), of Rp. 22.647.400.670,- and Rp 29.866.797.485,-. Internal Rate of Return (IRR) Value of 49.28% and 56.11% which was higher than Bank Interest. Payback Period (PP) was 25 months and 22 months. Profitability Index (PI) was higher than 1 of which 2.43 and 2.78. Net Benefit Cost (B/C) Ratio was 1.89 and 1.58 for PT. A and PT. B, respectively. It is concluded that the development of processing surimi industry is feasible to develop in Papua Barat province with available raw material of 128,000 ton/year. Development of surimi processing industry in Sorong – West Papua will give positive NPV of Rp. 20.314. 178.496,- and Rp. 20.686.757.187,- , PI value of 2.06 and 2.08 , IRR value of 41.74% and 42.15%, Payback Period (PP) of 29 months, B/C Ratio of 1.94 an 1.45 for semi modern and modern industry respectively.en
dc.description.abstractUsaha penangkapan udang di Laut Arafura menghasilkan hasil tangkapan sampingan/HTS (by-catch) dengan rata-rata rasio 1 : 12 antara tangkapan udang dan HTS. Permasalahan utama dalam pemanfaatan HTS diantaranya adalah: 1) wilayah operasi kapal pukat udang umumnya tersebar di wilayah perairan Arafura, 2) kapal pukat udang mempunyai target spesies tangkapan udang dengan volume palka kapal yang terbatas, 3) rendahnya nilai ekonomis, 4) belum ditemukannya teknologi pengolahan yang tepat, serta 5) kendala pengelolaan HTS berakibat HTS yang terdiri atas berbagai jenis dan ukuran ikan dibuang ke laut. Tujuan umum dari penelitian ini adalah untuk mengkaji pengembangan industri surimi dalam pemanfataan by-catch pukat udang di Provinsi Papua. Tujuan khusus penelitian ini adalah: (1) Mengkaji ketersediaan bahan baku di kawasan Laut Arafura dalam pengembangan industri surimi, (2) Mengkaji tentang teknologi terputus pengolahan surimi dengan menggunakan campuran jenis ikan “by-catch’ pukat udang yang dominan serta analisis mutu surimi yang dihasilkan, (3) Menganalisis kelayakan usaha pengolahan industri surimi di Pekalongan – Jawa Tengah dan Pulau Moro – Riau, (4) Menyusun konsep pengembangan industri surimi dalam pemanfaatan by-catch pukat udang, (5) Menganalisis kebijakan pengembangan industri surimi di Sorong – Papua Barat. Penelitian ini dilakukan dengan metode survei dan eksperimen laboratorium. Survei dilakukan di 3 lokasi, yaitu: Pulau Moro-Riau pada bulan Januari 2007, Pekalongan-Jawa Tengah pada bulan Februari 2007 dan Sorong-Papua Barat pada bulan Maret 2007. Eksperimen laboratorium dilakukan di Balai Besar Pengendalian dan Pengolahan Hasil Perikanan (BBP2HP) Muara Baru-Jakarta pada bulan April dan Mei 2007. Hasil analisis terhadap ketersediaan bahan baku terlihat bahwa tersedia HTS sebanyak sebanyak 399.000 ton/tahun. Dalam pemanfaatannya, hasil tangkap sampingan tersebut dapat dikategorikan menjadi 3 kategori kelaikan pemanfaatan berdasarkan jenis ikan, yaitu jenis ikan ekonomis penting seperti kakap merah, kerapu, bawal, kembung, layur dan tenggiri secara ekonomis dimanfaatkan dalam bentuk utuh atau fillet beku yang jumlahnya diperkirakan mencapai 10,96%; jenis ikan non ekonomis yang tidak laik untuk surimi seperti ikan peperek, cucut, lemuru, bulu ayam dan lain-lain sejumlah 54,79% dan untuk dijadikan ikan asin dan tepung ikan. jenis ikan yang laik untuk dimanfaatkan sebagai surimi, antara lain ikan beloso, gulama, biji nangka dan kurisi berjumlah 34,25% sehingga akan tersedia bahan baku surimi rata-rata sebesar 136.685 ton per tahun atau setara dengan surimi 43.739 ton per tahun (rendemen 32%).
