Pola pengembangan pelabuhan perikanan dengan konsep Triptyque portuaire: kasus pelabuhan perikanan nusantara palabuhanratu

Abstract

The development pattern of Palabuhanratu Archipelago Fishing Port (PAFP) needs to be adjusted to the development of fishery activities. This research is intended to determine the course of the development of PAFP, formulate the development pattern and determine the priority of the development of PAFP. Data analysis used to determine the course of the development of PAFP is determining the need of developing PAFP by considering base-sector location using location quotient (LQ), production value relative index (I), the condition of pond density, competition of fishing port using skalogram method. Formulating the development pattern of PAFP using analysis of necessity, determining the priority of the development of PAFP using AHP. The research outputs are; to optimize the function of PAFP, the size of the pond need to be extended by 8.6 hectares of present pond 5 hectares, wharf extension by 1452 meters of the present wharf 910 m, addition of fuel capacity by 37,695 kl/years of the present condition 10,381 kl/years, ice factory by 38,000 tons/years of the presents conditions 18,250 tons/years, water capacity by 86,272 kl/years of the present condition 38,370 kl/years and the extension of the area by 30 hectares of the present size 7.2 ha. By using the above mentioned development pattern, the number of the fishing vessels can be increased by 922 vessels of the present condition 676 vessels, the number of fish production increases by 19,000 tons of the present production 6,601 tons, the number of domestic fish consumers increase significantly from 281,049 in 2005 to 542,619. The chosen alternative priority of the development of PAFP sequence is the increase of the number of vessels, increase of the fish production, increase of the port’s revenue, increase of the number of the labor and increase of the state revenue (PAD).

Pola pengembangan Pelabuhan Perikanan Nusantara Palabuhanratu (PPN Palabuhanratu) harus disesuaikan dengan perkembangan aktivitas perikanan. Penelitian ini bertujuan untuk menentukan arah pengembangan fasilitas dan operasional PPN Palabuhanratu, memformulasikan pola pengembangan PPN Palabuhanratu dan menentukan prioritas pengembangan PPN Palabuhanratu. Analisis data yang digunakan untuk penentuan arah pengembangan PPN Palabuhanratu yaitu lokasi sektor basis menggunakan location quotient (LQ), indeks relatif nilai produksi (I), kepadatan kolam, persaingan pelabuhan perikanan dengan metode skalogram. Memformulasikan pola pengembangan PPN Palabuhanratu dengan analisis kebutuhan guna menentukan target jumlah produksi, target jumlah kapal, kapasitas fasilitas, dan jumlah konsumen. Prioritas pengembangan PPN Palabuhanratu dengan menggunakan PHA. Berdasarkan hasil penelitian untuk mengoptimalkan fungsi PPN Palabuhanratu diperlukan lahan seluas 30 ha dari kondisi yang ada sekarang 7,2 ha, kolam seluas 8,6 ha dari semula 5 ha, dermaga sepanjang 1452 m’ dari kondisi yang ada sekarang 910 m’, gedung pelelangan ikan dari 900 m2 menjadi 2.600 m2, penambahan kapasitas BBM solar sebesar 37.695 kl/tahun dari kondisi sekarang 10.381 kl/tahun, kapasitas pabrik es 38.000 ton/tahun dari kondisi sekarang 18.250 ton/tahun, kapasitas air bersih 86.272 kl/tahun dari kondisi sekarang 38.370 kl/tahun. Dengan pengembangan fasilitas tersebut, maka dapat meningkatkan jumlah kapal yang mendarat sebanyak 922 unit dari kondisi yang ada sekarang 676 unit, jumlah produksi ikan yang didaratkan meningkat sebesar 19.000 ton dari kondisi sekarang 6.601 ton, jumlah konsumen dalam negeri terhadap ikan dari PPN Palabuhanratu meningkat dari 281.049 orang tahun 2005 menjadi 542.619 orang. Urutan alternatif prioritas pengembangan terpilih adalah peningkatan jumlah kapal, peningkatan jumlah produksi ikan, peningkatan pendapatan pelabuhan perikanan, peningkatan jumlah tenaga kerja dan peningkatan PAD.
