Persepsi Petani Terhadap Pola Pengelolaan Hutan Rakyat dan Kontribusi Hutan Rakyat Terhadap Pendapatan Rumah Tangga (Kasus di Kecamatan Cimalaka dan Conggeang Kabupaten Sumedang Provinsi Jawa Barat)

Abstract

Community forest can play a vital role to sustain the forest because the ains provide raw materials for forestry industry, so create a sustainable environment ecosystem and improve the community welfare. This concept is also expected to be able to decrease the exploitation rate of natural forests. Based on it’s composition types, there are two management patterns of community forest monoculture and mixed. Different patterns certainly have different benefits. To find out the benefits, it is necessary to learn about the perception of farmers. This study was aimed to learn about the perception of farmers regarding the patterns of community forest, contribution of community forest to household income, and to analyze the factors which influenced their perception. This research was conducted from July to August 2011 using method of purposive sampling for the selection of the respondents. Number of respondent is 30 respondents of monoculture forest owner and 30 respondents of mixed forest owner. The factor which influenced the perception were analyzed using a correlation of Rank Spearman with SPSS 16.0. The research results showed that the farmer perception to ecological benefit and social of monoculture and mixed forest has high category. Seen from calculating respondent percentage, the level of perception for ecological benefit more large on monoculture forest and the level of perception for social benefit more large on mixed forest. From the economic aspect, at the moment community forest fill give little benefit because there’s not harvest from the wood. The perception of farmer on monoculture forest is influenced by internal factor, such as: education level and extra jobs. The higher education level of a farmer is the more extra jobs in the field of agriculture will make the higher perception level. The perception of farmer on mixed forest is influenced by external factors, such as: the size of land and the frequency of meeting farmers. The larger land of a farmer owns and the less frequently meets other farmers will make the higher perception level.

Hutan rakyat dapat berperan dalam menjaga kelestarian hutan karena pembangunan hutan rakyat bertujuan untuk penyediaan bahan baku industri, sehingga tercipta kelestarian ekosistem lingkungan dan peningkatan kesejahteraan masyarakat. Perkembangan hutan rakyat yang terus meningkat diharapkan dapat menekan laju eksploitasi yang dilakukan pada hutan alam. Menurut komposisi jenisnya pola pengelolaan hutan rakyat terdiri dari dua, yaitu: hutan rakyat monokultur dan hutan rakyat campuran. Pola pengelolaan yang berbeda tentunya akan memberikan manfaat yang berbeda pula. Untuk mengetahui perbedaan tersebut diperlukan persepsi petani tentang hutan rakyat. Penelitian ini bertujuan untuk mengetahui persepsi petani dari pola hutan rakyat monokultur dan campuran, menghitung kontribusi hutan rakyat terhadap pendapatan rumah tangga, dan menganalisis faktor-faktor yang mempengaruhi persepsi petani hutan rakyat dilihat dari karakteristik petani. Penelitian ini dilaksanakan pada bulan Juli sampai Agustus 2011 dengan pemilihan responden menggunakan metode purposive sampling. Responden yang diambil, yaitu: petani hutan rakyat monokultur 30 responden dan petani hutan rakyat campuran 30 responden. Faktor-faktor yang mempengaruhi persepsi dianalisis dengan menggunakan korelasi Rank Spearman dengan SPSS 16.0. Berdasarkan hasil penelitian bahwa persepsi petani terhadap manfaat ekologi dan sosial hutan rakyat baik yang monokultur maupun campuran ada pada kategori tinggi. Dilihat dari persentase jumlah responden, tingkat persepsi untuk manfaat ekologi lebih besar pada hutan rakyat monokultur dan tingkat persepsi untuk manfaat sosial lebih besar pada hutan rakyat campuran. Dari segi ekonomi, hutan rakyat saat ini masih memberikan manfaat yang kecil karena belum ada pemanenan dari hasil kayu. Pada hutan rakyat monokultur persepsi petani hutan rakyat dipengaruhi oleh faktor internal, yaitu: tingkat pendidikan dan pekerjaan sampingan yang berpengaruh nyata terhadap tingkat persepsi. Pada jenjang pendidikan yang semakin tinggi dan semakin banyak pekerjaan sampingan pada usaha tani, maka akan semakin tinggi tingkat persepsinya. Pada hutan rakyat campuran persepsi petani dipengaruhi oleh faktor eksternal, yaitu: luas kepemilikan lahan dan frekuensi bertemu petani yang berpengaruh nyata terhadap tingkat persepsi. Semakin luas lahan yang dimiliki dan semakin jarang frekuensi bertemu dengan sesama petani, maka akan semakin tinggi tingkat persepsinya.
