Increase of human population leads to the higher demand of land to accomodate human activities for their livelihood. On the other hand, land availability is limited. Consequently, if the need and availability of land are not balance properly, it will trigger conflict and competition between activities it self and land use. This will bring to a situation where shifting land utilization is not compatible to the regilation on spatial planning and their capacity. Therefore, spatial regional planning is needed to achieve balance between cultivation and preservation areas. Objectives of this research were: 1) to identify the preservation areas in Bogor District based on this bio-physical condition; 2) to analyze the spatial utilization discrepancy of preservation areas; 3) to analyze the population presure on preservation areas. The analysis was approach bt using Geographic Information System and applying criteria mentoned on the Presidential Decree Number 32 Year 1990 concerning Management of Preservation Areas. Population presure indocation was decided by the value of Population Presure Index. Analysis result based on that decree showed those areas which should be decided as preservation areas in Bogor District were 113,110 ha or 37.83% of the entrie district. The analysis result found that 20.99% of preservation areas based on the decree had been allocated as preservation areas on Bogor District Spatial regional Planning Year 2000-2010. th erest (79.01%) was not allocated based on that decree. The disrepancies were resulted because on map of Bogor District Spatial Regional Planning Year 2000-2010 had not allocated water catchments area, ;ocal preservation area and dangerous area. It was found that 61.98% of the preservation areas of analysis result based on the decree was under population presure (Population Presure Index >1). Therefore, some areas that have high population presure required alternative efforts to change attitude pattern of inhabitant that are expensive and exploitative to preservation areas. Those are application of application of policy on incentive-disincentive system, society empowerment and collaborative management on preservation araes among government, privates and society around preservation areasen
