dc.description.abstractPotential development of Batam City as a Coastal Development Zone which undergoes very fast growth may act as a primary mover of the national economy. However, based on its potential, Batam City faces a dilemmatic position, between its strategic potential and bright prospects or constraints and tendencies threatening the sustainable capacity of the area. Hence, an alternative development strategy that fulfills the need of current and future generation, called the sustainable development, is required. The purpose of this research were. 1). To determine constraints in political economy aspects consisting of ecological conditions, socio economy culture, and politic social, and environmental law aspects consisting of condition of environmental law enforcement and institutionalization of the authority to manage Batam City coastal zone for the implementation of sustainable development concept, 2) Determine the influence or association of policy in economy politic and environmental law of Batam City coastal zone toward the implementation of sustainable development concept The success of ecological conditions was determined by three assured prerequisites, these were. (1) spatial harmony, (2) assimilation capacity, and (3) sustainable exploitation. Political economy aspect was determined by two matters, which is the development policy chosen by government, in this case the authority of Batam City Coastal Zone, and the bureaucracy culture which produces good governance. Meanwhile, environmental legal aspect was determined by two indicators, that is environmental law enforcement and institutional of integrated coastal zone management. The imbalance of Batam City zoning which only sets aside 26% of non utilized land, high pollution level, and decrease of water quality indicated that within 30 years period of Batam City development, serious environmental degradation had taken place The environmental degradation was related to the inaccurate implementation of development policy which was characterized by high economy growth but was not accompanied by equal distribution and by the running of bureaucracy with high level of corruption, collusion, and nepotism, as well as by the development of Kontpradorisasi symptom. In addition to that, weak environmental law enforcement indicated by the limited number of cases of environmental law violation being legally processed (environmental lawsuit accomplishment), and the existence of ambiguous authority between Batam Authority and Batam City Local Government had shown that sustainable development of Batam City had not been undertaken or implemented yet.id
