Peran infrastruktur sebagai pendorong dinamika ekonomi sektoral dan regional berbasis pertanian

Abstract

Infrastruktur merupakan fondasi bagi hampir seluruh aktivitas ekonomi dan industri. Ketersediaanya dalam jumlah yang mencukupi dan kualitas yang lebih baik akan memberikan manfaat bagi semua individu, rumah tangga dan produsen. Penyediaan infrastruktur di Indonesia dihadapkan pada persoalan dilematis antara besarnya dana yang diperlukan dan keterbatasan kemampuan keuangan negara untuk membiayainya, sementara realisasi investasi pihak swasta dalam bidang ini masih relatif rendah. Konsekuensinya diperlukan skala prioritas dalam penyediaannya agar dampak ekonomi yang dihasilkannya menjadi lebih besar. Permasalahannya adalah: bagaimana dan seberapa besar peran infrastruktur mendorong dinamika aktivitas ekonomi sektoral dan regional khususnya yang berbasis pertanian. Penelitian ini bertujuan untuk: (1) menganalisis respon output sektorsektor ekonomi terhadap infrastruktur jalan, listrik, komunikasi dan irigasi; (2) mengkalkulasi kontribusi keempat infrastruktur tersebut terhadap produktivitas ekonomi sektoral; dan (3) menganalisis perannya sebagai pendorong dinamika ekonomi sektoral dan regional berbasis pertanian. Tujuan penelitian akan dicapai melalui estimasi fungsi produksi yang inputnya telah diperluas dengan stok kapital infrastruktur dan pengaplikasian model ekonomi keseimbangan umum (CGE) regional versi top-down.

Infrastructure is the foundation for all economic activity and industry. The infrastructure provision in Indonesia faci ng on the limited of public financial and low of private investment problems. The financiang and funding availability for development of infrastructure in various islands and regions are the biggest obstacle. As the consuquently of these fundings limitations, the strategy for prioritying the limited fiscal available could be focosed for a spesific sector and regions which have strategic importance for expanding wide economic activities. The objectives of this research is to analize the infrastructure role as an accelerator of agricultural base sectoral and regional economy. Method of analysis is carried out by combining estimated production function which develop outside traditional CGE. The top-down Regional Computable General Equilibrium economic model (CGE) was employed. The estimation of production function shows that rice production and aggregate agricultural sector are more responsive to irrigation infrastructure. While othe r sectors are more responsive on road infrastructure.
